Job Duties

The Deputy Director of General Accounting is a critical leadership role in the Office of Financial Management, due to the complex nature of agency wide responsibility, decentralization model, and the high degree of analysis, discretion, and judgment required. This position is responsible for providing direction, management, and supervision to the areas of financial reporting, internal controls, compliance, reconciliations, fixed asset accounting, inventory, lease accounting, accounts receivable, revenue, and petty cash.

Responsible for month end and year end closing. Maintains the agency's chart of accounts and responsible for the agency's internal financial system and time and effort system. Implements and monitors internal controls to ensure compliance, integrity, and reliability of financial data.

Responsible for immediately addressing identified deficiencies and notifying management of these issues. This position works closely with internal and external auditors and collaborates with various levels of employees within the agency and external to the agency. Ensures agency policies governing areas of responsibility are current and consistent with the policies and procedures issued by state and federal regulatory agencies and maintains knowledge of current accounting standards.

Ensures desk procedures are current and encourages a culture of continuing learning, information sharing, and professional development. This position has significant impact on the effectiveness, credibility, and financial responsibility of the agency, programs, customer service, and public relations

Minimum Qualifications

  • Considerable knowledge and experience with Commonwealth of Virginia policies and procedures

  • Experience with financial statement / schedule preparation and financial reporting including knowledge of GASB standards, GAAP, and internal controls

  • Experience with Federal grants accounting, Federal reporting, and knowledge of Federal policies and procedures

  • Experience with general accounting functions such as reconciliations, accounts receivable, fixed assets accounting, inventory, lease accounting, and petty cash

  • Governmental financial accounting systems experience such as Cardinal, FAACS, LAS, and internal systems

  • Microsoft Excel, Word, and PowerPoint skills

  • Experience with working with internal and external auditors

  • Extensive supervisory experience is required along with the ability to direct, mentor, and develop direct reports

  • Ability to cultivate and maintain positive relationships, handle conflict, and enforce policies in a professional manner

  • Strong written and verbal communication skills including the ability to effectively communicate complex concepts and ideas in an engaging, simple manner

  • Ability to evaluate, streamline, and improve business processes

Additional Considerations

  • Experience as a Public Accountant preferred
