The Town of Andover is seeking a dynamic and experienced leader for the position of Deputy Director of Facilities. This role involves overseeing the maintenance, repair, and operations of town and school buildings, coordinating and managing major construction projects, and leading the daily activities of the Department of Facilities. The successful candidate will work closely with the Director of Facilities to ensure all town and school facilities are safe, efficient, and well-maintained. The Department of Facilities oversees eleven town buildings and nine school buildings, an annual operating budget of $4 million and an annual capital budget of approximately $5 million.

Responsibilities

Key Responsibilities

Facilities Management:

  • Oversee the upkeep, repair, and maintenance of town and school buildings, ensuring a safe environment for all users.

  • Conduct regular inspections of buildings and grounds to maintain high standards of cleanliness, safety, and functionality.

  • Manage the logistics of facility operations, including custodial, maintenance in town buildings .

  • Monitor compliance with local, state, and federal regulations, including fire, building, AHERA, and ADA codes.

  • Oversee security systems, including video surveillance and access control.

Project Management

  • Manage the planning and execution of major construction and renovation projects from feasibility through completion.

  • Prepare specifications, bid packages, and oversee the selection of contractors and architects.

  • Ensure projects are completed on time, within budget, and to the highest quality standards.

  • Develop and implement long-term capital improvement plans for municipal and school buildings.

  • Knowledge of record keeping and filing process for major and minor construction projects.

Administrative Duties

  • Assist in preparing the annual capital and operating budgets.

  • Oversee the work request and work order system, ensuring timely and effective response to maintenance needs.

  • Review invoices, seek quotes, and manage procurement in compliance with Massachusetts procurement laws.

  • Generate reports and documentation related to construction and maintenance operations.

  • Evaluate employee performance, conduct training, and implement continuous improvement programs.

  • Ability to facilitate and present at public meetings.

Qualifications

Supervisory Responsibilities:

  • Directly supervise managers of licensed trade, skilled labor, and custodial staff, ensuring adherence to schedules and standards.

  • Effectively communicate priorities, provide regular feedback, support professional development, and motivate staff.

  • Use technology to identify and analyze key performance metrics.

  • Maintain effective communication with staff, building occupants, and other stakeholders.

  • Collaborate effectively with school and town departments.

  • Highly responsive to the needs of management and other departments

Education and Experience

  • Bachelor's degree in Facilities Management, Engineering, Architecture, or related field; master's degree and/or Massachusetts state license as a Professional Engineer preferred.

  • Massachusetts Certified Public Purchasing Official (MCPPO) certification required or must be obtained within twelve months of hire.

  • Minimum of five years of experience in construction management, facilities management, architecture, or building operations, with at least three years in a supervisory role.

  • Demonstrated experience with leading and managing construction projects valued up to $2 million.

  • Comprehensive knowledge of building systems, construction principles, maintenance processes, and procurement policies.

  • Ability to read and interpret construction drawings.

  • Strong problem-solving, leadership, and organizational skills.

  • Excellent communication skills, both oral and written.

  • Ability to manage multiple tasks and prioritize effectively.

  • Proficiency in computer applications, including word processing, and spreadsheets.

  • Valid driver's license required.

Supplemental Information

Compensation and Benefits:

  • Competitive salary range of $125,000-$145,000. Salary based on qualifications and experience.
