Deputy Director of Energy Supply - Policy, Planning, & Analysis Division (2024)

Working under the supervision of the Director of Policy, Planning, and Analysis, the Deputy Director of Energy Supply will assist the Director and the Deputy Director of Grid Modernization in the coordination and management of the Division and in the development and analysis of policy for the Department of Energy Resources. The Deputy Director will act as a stand-in for the Director when the Director in unavailable or when the management of projects and team members requires additional coverage.

The Deputy Director will complete policy analysis and policy coordination for major initiatives including energy procurements, electric and gas rate cases, and wholesale and retail energy market matters. The Deputy Director will be required to develop and present policy development and analysis to the Commissioner, the Undersecretaries, and the Secretary. Policies will include offshore wind procurements, retail electricity rates, regional energy markets and supply, and equity and environmental justice. Coordination of these policies areas will also require working with External Affairs Manager and Secretariat communications and legislative directors to develop language for public and legislative use.

The Deputy Director will supervise 3-4 members of the Division (initially, subject to change). Additionally, the Deputy Director will, independent from the Director, define and lead policy investigations and projects with staff within the Division and from other Divisions. The Deputy Director will work with the Director to ensure that there is consistent policy within the Division.

Responsibilities:

  • Supervise 3-4 members of the Division (initially, subject to change), including defining work products and timelines for staff

  • Lead policy investigations with staff within the Division and from other Divisions that pertain to the Deputy Director's scope as described above

  • Lead and coordinate major policy initiatives such as the Section 83C offshore wind procurements and other clean energy procurements

  • Lead DOER intervention in dockets before the Department of Public Utilities regarding electric and gas rates

  • Coordinate and supervise data collection, analysis, and DOER publications regarding wholesale energy supply, electric and gas supply, and retail rates

  • Understand comprehensive policy development and identify areas for policy development, including having knowledge of other divisions' programs and priorities, including energy efficiency, renewables, and legal.

  • Lead coordination and meetings with external stakeholders including the electric distribution companies and the Attorney General's Office.

  • Manage consultant contracts and work to support Division projects. Develop projects based on policy coordination, develop project management structures, assign staff to complete analysis, and lead project teams, making decisions on project progress and assignment of tasks

  • Work with the Communications, Legislative, and Legal staff to be responsive to information requests and the drafting language for public and legislative use.

  • Identify issues to bring to senior management and the Commissioner

  • Participate in and occasionally lead team meetings with the Policy, Planning, and Analysis Team and represent the Division as needed in internal and external meetings

Required Qualifications:

  • Experience in clean energy policy and clean energy supply and contracting

  • Experience analyzing data and presenting results with a proficiency in Microsoft Office (including Excel, PowerPoint, and Word)

  • Strong interpersonal skills and written and verbal communications skills

  • Demonstrated ability to plan, prioritize, and collaborate with colleagues to accomplish work objectives

  • Demonstrated project and team management experience

  • Ability to work independently and proactively without close supervision

  • Ability to synthesize complex material into concise, easy-to-understand information for briefings

Preferred Qualifications:

  • Knowledge in decarbonization strategies, policy development, electric and gas rates, and federal and state energy markets

  • Experience supervising staff

  • Working knowledge and interest in decarbonization and state government, strength in project management, and be inquisitive, conscientious, and an effective problem solver and communicator

  • Familiarity with Massachusetts' energy priorities

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
