Under general direction, the Deputy Director of Information Technology Infrastructure & Operations will be responsible to plan, organize, and manage staff in technical, support, project, and administrative activities. This position will collaborate and work with other senior members of the department as well as staff across the county to focus on multiple areas of responsibility, including hosted systems; networking; purchasing; inventory; telecommunications; data center operations; deployment of desktop hardware; end user support; project management; and service desk. This position will participate in fiscal and administrative decision-making and will perform related work as required. This is a specialized technical position that reports directly to the Chief Information Officer and plays a key role in the senior leadership team of the department.

Specific Activities:

  • Develop county-wide systems and operations plan which support the management of all network infrastructures (Local and Wide Area Networks) and all servers (file servers, database services, application servers, email servers, print servers, domain controllers/administrative servers, capacity.

  • Infrastructure and capacity planning to include identification of opportunities for optimization in respective areas.

  • Service desk oversight including full functionality of 1st, 2nd, and 3rd tier incident management responsibility.

  • Develop an Information Technology Infrastructure strategic plan/program and determine and prioritize the most critical areas of the plan to address.

  • Provide interpretations of current policies related to specific situations as they arise

  • Develop and maintain an efficient and effective resource plan to support daily operations and project delivery

  • Develop business cases for infrastructure and operational initiatives

  • Plan, execute, and evaluate programs

  • Oversight and managerial responsibility for a diverse technology environment

Minimum Qualifications:

Training and Experience (positions in this class require):

  • Bachelor's Degree in a closely related field

  • Nine years of progressively responsible experience related to the information technology infrastructure field, five years of management experience that includes managing a staff of personnel and the delivery of information technology related projects or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job

  • Comprehensive knowledge of government and regulatory agencies policies/procedures from a infrastructure perspective

  • Knowledge of technology trends and developments in the areas of Network, Server and Security environments

  • Demonstrated expertise in a variety of the field's concepts, practices, procedures, policy, security technologies, standards, and networking architectures

  • Must be a critical thinker with strong problem-solving skills

  • Excellent written and verbal communication skills; interpersonal and collaborative skills; and the ability to interact, communicate and relate security and risk-related concepts to technical and non-technical audiences

  • Strong management and organizational skills

  • Understanding for the Project Management Process

Preferred Skills:

The preferred candidate will have experience and demonstrated success in the following areas:

  • Master's Degree in a closely related field.

  • Ability to manage and mentor a highly technical staff, coordinates across program areas, and collaborates with system stakeholders.

  • Ability to manage multiple projects and consulting project staff.

  • Experience supporting an organization which includes the delivery of technology to public safety organizations (Police, Fire, Sheriff, Corrections).

  • Experience overseeing large public and/or private organizations engaged in the design, deployment and sustainment of telecommunications and network infrastructure technologies.

  • Experience with network, infrastructure, testing, security, and communications of large-scale, multi-vendor IT and / or telecommunication projects.

  • Experience planning and implementing and running a major technical operations center.

  • Experience managing staff responsible for customer and support systems, system architecture, design deployment, and network infrastructure technology.

  • Demonstrated experience working with technical and non-technical staff.

  • Outstanding collaboration and team building skills.

  • Strong written and verbal communication skills.

  • Excellent analytic, organization, presentation and facilitation skills.

  • Ability to manage multiple tasks under tight deadlines.

  • Ability to interface with executive level management and give senior level presentations.

Candidates should possess one or more of the following certifications:

  • Microsoft Certified Solutions Expert (MCSE)
  • Microsoft Certified Technology Specialist (MCTS)
  • Cisco Certified Network Associate (CCNA)
  • Project Management Certificate (PMP)

Due to the nature of this position and access to Public Safety systems and facilities, an extensive background check is required for employment. The background check includes fingerprinting, motor vehicle and criminal histories.

The Enterprise Applications/Development Division has overall responsibility for the development, maintenance and support of the core business systems supporting Gwinnett County Government. * Business Solutions – Software support and maintenance for various applications such as document management, fleet maintenance, tax appraisal & billing, and database administration. * ERP Solutions – Provides development, maintenance and support activities for all SAP based business applications. * Land Information Solutions – Development and support of appropriate data sets and applications to support mapping services for Gwinnett County. * Public Safety Solutions – Software support and maintenance for various applications related to court and law enforcement functions. * Web Solutions – Development and support of internet and intranet applications. Position Description: The Senior IT Systems Administrator will be responsible for management of applications, professional, technical, and administrative work managing all aspects for all of the Public Safety Departments to include: Fire Departments, Law Enforcement Agencies, Emergency Medical Services and Criminal Justice departments in Gwinnett County. This position will also assist in preparing scopes of work and requests for proposal for the purchase of new/replacing equipment, maintenance and repair of equipment and for other services required to provide superior services. This position requires 24X7X365 support. This position applies proven communication, analytical and problem-solving skills to help identify, communicate and resolve systems issues in order to maximize the benefit of IT investments. This position will handle the day-to-day systems administration and work with the user community to maximize their ability to utilize all system functionality. The Senior IT Systems Administrator may be required to provide project management and ensure that the business and technical architecture of the systems supported matches the customer requirements. The Senior IT Systems Administrator may provide assistance in technical leadership as related to new applications, from strategic decision making to project planning and execution. Minimum Qualifications: * Bachelor's Degree in a related field. * Five (5) years of progressively responsible, systems administration experience in a large scale Information Technology environment; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. * Candidates are required to obtain one or more of the following certifications: GCIC Security and Integrity certification; GCIC Inquiry level workbook certification * Requires 24/7 on call support * Requires experience managing day-to-day operations of large systems utilized by the departments listed above where the user base is larger than 1200 users. * Experience with project life cycle and project management principles. * Experience producing and distributing both technical documentation and user-level documentation. * Valid Driver's License from state of residency.
