Assists the Human Resources Director in planning, directing, managing, and overseeing the activities and operations of the Human Resources Department. Provides leadership and oversight over assigned divisions, programs, and functional areas. Acts as Human Resources Director in his/her absence and serves as advisor on human resources issues to senior management throughout the County.

Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.

Working Conditions

Typical indoor office environment. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Frequent high stress situations. Periodic overnight travel required. Regularly required to work other than normal business hours.

Job Description

Essential Functions

Develops and directs the implementation of goals, objectives, policies, procedures, and work standards in alignment with the County vision and mission.

Assists in the development and administration of a full range of human resources services to applicants, employees, and County offices and departments.

Oversees policy development, strategic planning, organizational development, and succession planning.

Reviews and maintains the Personnel Policy, Rules, and Procedures Manual, Administrative Directives, departmental policies, and departmental standard operating procedures, ensuring understanding and compliance by staff.

Collaborates with the Human Resources Director in the development and administration of department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.

Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications

Bachelor's degree in Human Resources, Public Administration, Business Administration or related field.

Five (5) or more years of progressively responsible work experience in human resources to include management experience in one or more of the functional areas of human resources management.

A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.

Valid driver's license required with valid Florida driver's license required within 30 days of hire.

Master's degree desired.

SHRM-CP, SHRM-SCP, or similar Human Resources certification strongly preferred.

Experience in the management of health benefits is highly desired.

Knowledge, Skills, and Abilities:

Excellent organization, prioritization, analytical, and problem-solving skills in order to effectively manage area of responsibility and attain goals set.

Able to resolve difficult problems and situations using initiative and independent judgement within general policy guidelines.

Strong leadership qualities to lead an HR team and fulfill an executive function.

Strong business and financial skills, including financial planning, budgeting and financial reporting.

Strong strategic skills and the ability to act as a visionary for the organization.

Excellent knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including Federal and State laws, rules and regulations pertaining to Human Resources functions and practices.

Excellent knowledge and understanding of computer applications and software programs required to perform job duties.

Excellent written and verbal communication skills and interpersonal skills, including public presentation skills, to be able to interact professionally and effectively with staff, executive management, elected officials, vendors, and other stakeholders.

Able to negotiate, compromise, and influence.

Able to work with a variety of individuals from various socio-economic, ethnic, and cultural backgrounds.
