Description
The Personnel Cabinet offers the great opportunity to work with and serve state agencies, employees, and citizens across the Commonwealth. The Department of Employee Insurance (DEI) administers the Kentucky Employees' Health Plan (KEHP) and optional benefits for life, dental, and vision insurance. The KEHP is a self-funded health plan and flexible spending account program that provides benefits to more than 295,000 public employees, retirees, and their dependents.
DEI is seeking a Deputy Commissioner who will under the direction of the Commissioner, plan, coordinate and supervise programs, operations and functions within the Department with major program responsibilities related to financial, data services, eligibility, enrollment, and customer service operations for the health and optional insurance programs.

Responsibilities include, but are not limited to:
Works closely with Commissioner, Plan Attorney and Plan vendors and consultants on health insurance, prescription drug, wellness, life insurance, dental/vision and flexible spending account components staying within budget requirements and actuarial cost trend.
Coordinates with the Commissioner to provide management and direction to directors and branch managers and oversee personnel matters for the Department.
Works closely with the Commissioner, Executive Director of Administrative Services and department assistant directors to respond to all requests from the Cabinet's internal auditor and the Commonwealth's Auditor of Public Accounts (APA).
Considers and advises on changes to Department's administrative or operational policies and procedures as directed.
Assists with compliance projects including reviewing policies and procedures in coordination with the Plan Attorney.
Leads, monitors and interprets research projects or special studies or operational changes as requested by Cabinet Secretary or Commissioner. Leads and/or participates in Division and Department-wide projects, including but not limited to RFP process, training presentations, material development and design.
Provides overall management and operational support to the Department when the Commissioner is out of the office.
The ideal candidate for this position will be a professional leader with the following preferred qualifications:
Bachelor's degree.
Additional experience will substitute for degree requirement.
Excellent analytical and critical thinking skills with attention to detail.
Effective communication skills, both written and verbal.
Ability to work independently and collaboratively.
Experience in leadership and/or management including leading a team on complex projects, having professional review responsibility, and/or interviewing experience.
