Clean Power Alliance (CPA) is Southern California’s locally operated not-for-profit default electricity provider for 35 communities within Los Angeles and Ventura counties and the 4th largest electricity provider in the State of California. We provide clean renewable energy at competitive rates to over three million residents and businesses through approximately one million customer accounts. 

What You’ll Do 

CPA is seeking a seasoned, detail-oriented professional to join our team as Deputy Clerk of the Board. The Deputy Clerk will provide technical and administrative support to the Clerk of the Board, the Board of Directors, and the Chief Executive Officer. This includes attending all Board and Committee meetings, assisting with meeting logistics, preparing agenda packets, collecting Statement of Economic Interests Forms 700, and other clerk-related duties. The Deputy Clerk of the Board performs a diverse range of complex administrative and technical duties to ensure efficiency in public meeting operations. This position demands strong attention to detail, particularly as it pertains to accurately processing and maintaining Board and Committee records. 

Who You’ll Work With 

The Deputy Clerk of the Board reports to the Clerk of the Board. You will work closely with CPA’s Chief Executive Officer, General Counsel, the CEO’s Executive Assistant, and the leadership team.

Requirements

  • Be familiar with California public meeting laws and best practices.  
  • Knowledge of Conflict-of-Interest laws, FPPC public official filing requirements.  
  • Ability to act with integrity, professionalism, and confidentiality. 
  • Proficient with Microsoft Office Suite, Zoom Meetings, and Adobe Pro software. 
  • Knowledge of modern office procedures and practices including preparing correspondence, filing, and operating modern office equipment; correct English usage, grammar, spelling, vocabulary, and punctuation.

Duties and Responsibilities 

Board & Committee Meetings:

  • Collaborates and coordinates with the Clerk of the Board to prepare, assemble, and distribute the Board and Committee meeting agendas including managing the review and approval process of agenda items, finalizing staff reports, and creation of agenda packets. 
  • Interprets, applies, analyzes, and supports internal and external stakeholders with the Brown Act. 
  • Records, transcribes, reviews, and finalizes the minutes of Board meetings, and other related meetings as needed.  
  • Composes, publishes, and distributes agendas and any other legal publications of mandated meetings to ensure compliance with legal guidelines as required by the Brown Act.  
  • Assists the Clerk of the Board with the Board election process, processing Conflict of Interest Forms; coordinates the process for filing Statement of Economic Interest (Form 700). 
  • Manage remote locations for the Board and Committees, including confirming room reservations and agenda postings.  
  • Establish and manage operating procedures for in-person/hybrid public meetings; attends all Board and Committee meetings as scheduled. 
  • Cross-trains departmental staff on Agenda Management Software and serves as point-of-contact for ongoing support requests. 
  • Runs Committee meetings. 
  • Manages processing of all official records of Board and Committee action, including Board resolutions and policies. 
  • Corresponds with staff, Board members, and committee members regarding Fair Political Practice Commission filings and maintains records of same.  
  • Maintains CPA records of Board approved policies and resolutions. 
  • Serve in the absence of the Clerk of the Board.  

General Support:

  • Observes and complies with CPA and mandated safety rules, regulations, and protocols. 
  • Assists in the development and implementation of departmental goals, objectives, policies, procedures, and priorities.  
  • Provides support in the preparation and administration of the assigned department budget; monitors expenditures; recommends modifications or adjustments as appropriate and maintains department supplies.  
  • May supervise, assign, and review the work of staff; provide or assist in coordinating staff training, and work with employees to correct deficiencies in the future.  
  • Provides administrative support such as scheduling meetings, screening phone calls and handling general inquiries. 

Board Member Support:

  • Maintain Board and Committee Rosters  
  • Track compliance documents 
  • Manage departmental content on CPA website 
  • Manage new Board member orientations 
  • Assists Board members with general inquiries 

 Performs other duties as assigned. 

Qualifications 

  • Bachelors degree (preferred). 
  • 3-5 years work experience in the municipal clerk field is required.  
  • Candidates must have experience conducting public agency meetings and governance procedures, knowledge of the California Ralph M. Brown Act, and the Public Records Act.  
  • CMC certification (preferred). 

Work Location   

This is a hybrid position. Hybrid positions require 2-3 assigned days in the Downtown Los Angeles office on days determined by CPA and include a transportation allowance. In addition to the weekly assigned days, this position requires in-person attendance at organization or team-wide events 3 times per year for 3-5 days per event.  CPA’s office hours are 8:30am-5:30pm PST. 

Benefits

The salary range for this position is $87,983.44-$126,697.92, with exact compensation to be determined by Clean Power Alliance, dependent on experience. Benefits include health care, a 401(k)-like match program, paid vacation, and sick leave. This is not a civil service position; however, all CPA employees are required to submit a Statement of Economic Interests form, also known as the Form 700.
