PURPOSE OF POSITION:

The Deputy City Manager (DCM) is above all a mentor, an effective communicator, and a key member of the City's Leadership Team. This position is intended to assist the City Manager, and could oversee and guide the activities of a variety of departments, which could include: Community Development, Engineering, Public Works, Finance, Human Resources, Airport, and other departments, as assigned. The initial departmental portfolio will include the Community Development Department. The DCM is responsible for ensuring these functional areas are in alignment with the expectations, priorities, and policies of the City Manager and the goals of the City Council. The DCM provides administrative guidance to assigned departments to ensure goals and objectives are achieved in a timely and professional manner; provides the City Manager with accurate information to support decision making and policy direction; acts on behalf of the City Manager before various constituencies, stakeholders, outside agencies, and other entities as assigned. This position is required to enter into an employment agreement with the City.

ESSENTIAL JOB FUNCTIONS:

Position reports to the City Manager and serves as a member of the City Manager's Leadership Team; exhibits consistent professional leadership to staff, work teams and fellow employees; is results oriented; and serves as a model for effective teamwork and collaboration in accomplishing the City's vision and goals.

Supervises departments as assigned, including but not limited to: Community Development, Engineering, Public Works, Finance, Human Resources, and Airport.

Sub-areas within Community Development include building inspection, building permits, code compliance, comprehensive plan updates and implementation, current and long-range planning, historic preservation, plan review, Redmond committee for the arts, affordable housing, homelessness, and economic development (urban renewal).

Sub-areas within Engineering include city engineering, private development review and inspection, and public infrastructure planning and management.

Sub-areas within Finance include budget/financial planning, accounts receivable, accounts payable, accounting/general ledger, and procurement.

Sub-areas within Human Resources include payroll, benefits, leave administration, recruitment, and safety.

Sub-areas within Public Works include parks, facilities, stormwater, wastewater, transportation, and water.

Carries out the City Manager's directives and represents the City Manager in resolving problems and conflicts; investigates and reports to the City Manager on issues and objectives.

Selects, appoints, supervises, and evaluates Department Directors, in consultation with the City Manager; and meets with them individually to review status of department operations and projects. Evaluates strategies and approaches, and provides advice on organizational activities and challenges.

Leads assigned staff, establishes workplans, objectives and performance metrics; prepares and administers reviews of both individual and Department performance. Position includes performance review of employees and imposing discipline if applicable.

Monitors public relations related to assigned projects and Departments.

Ensures programs and policies are administered in compliance with City standards, federal, state and local laws.

Provides general assistance to the City Manager; serves as Acting City Manager when assigned.

Assists in monitoring City's legislative agenda within areas of responsibility, and at times communicating and strategizing with elected officials and State and Federal delegations and their staff.

Serves as a key public figure for the City and citizens, community groups, civic organizations, other agencies, businesses, and the media on issues and projects related to assigned Departments.

Ensures inquiries and complaints relating to departmental activity are evaluated and resolved quickly and courteously.

Oversees the preparation and administration of department budgets. Monitors the budget to assure compliance with approved budget levels and standards.

Presents and communicates department budgets and financial information in a timely, accurate, understandable and meaningful form to City Council, City management, various committees and the public as required.

Provides managerial leadership and advice to the directors in the selection, supervision, professional development, evaluation, and retention of management staff.

Participates in all City Council meetings and other meetings, conferences, seminars, training classes, and/or other related sessions as directed by the City Manager.

Operate a motor vehicle regularly to attend meetings, trainings, inspections, and other situations when necessary.

Performs other duties as required to accomplish to objectives of the position.

JOB QUALIFICATION REQUIREMENTS

Mandatory Requirements:

Bachelor's Degree in Public Administration, Planning, Engineering, Business, Planning, Legal or related field from an accredited university. Experience as a department director with responsibility for developing and managing a complex departmental budget. Five (5) years of senior management experience in Public Administration, Community Development, Public Works, Engineering, Finance, Human Resources and/or similar areas; or any equivalent combination of education and experience which would demonstrate the ability to perform the described duties.

Desirable Requirements:

Ten (10) years of verifiable work experience at the Senior Management level.

Master's Degree in Public Administration, Planning, Engineering, Business, Legal or related field.

Professional Certification in a field related to Community Development or Economic Development.

Necessary Knowledge, Skills, and Abilities:

Knowledge of:

All aspects of municipal governmental operations relating to staffing, budget, and program execution.

Council / Manager form of government and its operations.

Engineering project management principles, processes, systems and techniques.

Laws and regulations, including current developments and trends, related to areas of responsibility.

Public purchasing and contracting laws and regulations.

Skills and Abilities:

Leading activities of City Departments to ensure achievement of City goals and objectives.

Inspiring and earning confidence from staff, residents and the City Council to achieve the City's goals and objectives.

Special Requirements/Licenses:

Possession of, or must obtain, a valid Oregon Driver's License within thirty (30) days of hire.

Must have a safe driving record.

SUPERVISION RECEIVED:

Detailed instruction and close supervision are initially provided for employees with no prior training or experience. However, once the employee has performed all the duties of the position, work is performed independently. A supervisor is available to advise or assist, or to provide guidance on new or unusual tasks. Work is reviewed for quality and conformance to established policies, procedures and standards.

SUPERVISORY RESPONSIBILITIES:

This position is a direct supervisory position, and is expected to have general and specialized supervisory skills, including the ability to manage multiple departments, supervise multiple employees (including managers), and to delegate and manage work of subordinate staff.
