Nature of Work

The Deputy City Manager is asenior executive leadership position in the city. The Deputy performs highly responsible and complex professional administrative work under the direction of the City Manager Supports and assists the City Manager with the direction and coordination of assigned City departments and/or divisions; provides leadership in policy formation and implementation of policies and procedures; promotes effective and efficient operations throughout the organization. Directly leads and manages the city administrative services department including the Animal Shelter, City Clerk's Office, Communications, Neighborhood Councils, and Mansfield Events divisions.

Essential Functions of Work

  • Understands, implements, supports goals and objectives of city manager and city commission.

  • Works directly with the City Manager in the development and implementation of city-wide operations. Oversees assigned programs and monitors service goals and objectives to maintain the operating philosophy of a respectful, responsible and results-driven organization.

  • Provides operational oversight, review, and recommendations regarding routine administrative matters with city manager approval and consultation.

  • Provides direction to Administration Department divisions to ensure that the respective programs and services are being delivered efficiently, effectively and in a timely fashion within prescribed budget.

  • Assists with development of the city's annual/capital operating budget.

  • Attends various commission, board and community meetings on behalf of the city to ensure that the appropriate information is communicated and the interests and philosophy of the city are properly represented.

  • Assists the City Manager with collective bargaining, labor relations, and grievance processes.

  • Completes special projects as assigned by the City Manager ranging from performance measurement to policy and budget analysis.

  • Serves as Acting City Manager during scheduled/unscheduled absence of the City Manager.

Education and Experience

  • Education and experience equivalent to a master's degree in Public Administration, Business Administration or a related field.

  • Experience with organizational development,

  • Five years of experience as a city department head or a comparable managerial position with municipal budgeting and program management experience.

  • Project Management experience and/or certification desired

SPECIAL QUALIFICATIONS

  • Candidate must possess or have the ability to obtain valid Montana driver's license.

Requirements of Work

  • Extensive knowledge of public administration under a council/manager form of government.

  • Extensive knowledge of the principles and practices of managerial leadership, administrative management, public policy development and budgeting/financial management.

  • Experience with community development, planning, capital planning and tax increment districts.

  • Ability to establish strong, collaborative and effective working relationships with local community organizations, residents, and businesses.

  • Ability to communicate effectively, both orally and in writing.

  • Experience with working with news media. Ability to generate and review city press releases.

  • Ability to establish and maintain effective working relationships with subordinates, peers, other government officials, union representatives and the general public.

SUPERVISORY RESPONSIBILITY

This position directly supervises the Animal Shelter, City Clerk's office, Events office, Communications Specialist and the Neighborhood Council Coordinator.

WORK ENVIRONMENT

Work is performed primarily in an office environment.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to stand, walk, sit, bend, twist, reach, ride and perform similar body movements. Must have the ability to perform light physical work and to lift and carry up to 10 pounds at a time; the possession of hand/eye coordination sufficient to operate a personal computer, office equipment and a motor vehicle; the ability to talkand hear in person or by telephone; and the ability to see and read instructions and reports.

EXPECTED HOURS OF WORK

The typical work schedule is a 40 hour work week, Monday through Friday with regular public meetings in the evening. Work is typically performed Monday through Friday, but may requires special event attendance or public meetings on the weekends. This position is an exempt position, and not eligible for overtime.

TRAVEL

Travel is primarily local during the business day. Occasional travel may be required to attend off-site training and educational opportunities.
