Anticipated Hiring Range:

Yearly: $109,158.40 - $136,448.40

Hourly: $52.48 - $65.60

General Description

The purpose of this job/class within the organization is to plan, direct, and coordinate the overall operations of the city and its employees.

This job/class formulates long-range goals for the organization, develop policy and position papers and negotiate with the chief administrative officer and/or elected officials.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.

Essential Functions:

Oversees the administrative activities and functions of assigned City departments.

Participates in the recruitment and supervision of direct reports; provides feedback and conducts evaluations.

Attends meetings with City Commission, conferences, committee and staff meetings for the purpose of providing administrative assistance to the City Manager; provides recommendations concerning subjects under discussion.

Issues directives, memorandums or other instructions or information to departments of the City government.

Supervises or assists in the coordination of special project activities and implementation of project findings and conclusions as assigned.

Conducts periodic review of budget status with designated department heads and various work programs with particular emphasis on administrative support.

Serves as Project Manager over major City construction projects.

Additional Duties:

Assists in the evaluation and prioritization of City-wide projects and work programs, to include formal and informal monitoring of progress toward project completion and development of desired management reports.

Develops, implements, and measures progress of city-wide goals.

Interacts with City Commission, members of the community, and a variety of other officials in a variety of settings, both independently and on behalf of the City Manager.

Performs related work as assigned.

Communications Requirements:

Communications involves the ability to read, write, and speak.

Reads journals, manuals and professional publications; speaks informally to groups of co-workers, staff in other organizational agencies, general public, people in other organizations; composes original reports, training and other written materials, using proper language, punctuation, grammar and style.

Judgment Requirements:

Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions.

Decision-making is almost entire focus of the job, affecting most segments of the organization and the general public; works in a highly dynamic environment, and is responsible for establishing goals, objectives and policies.

Complexity of Work:

Complexity addresses the analysis, initiative, ingenuity, concentration and creativity, required by the job and the presence of any unusual pressures present in the job.

Performs work involving the application of principles of logical thinking or legal practice to diagnose or define problems, collect data and solve abstract problems with widespread unit or organization impact; requires sustained, intense concentration for accurate results and continuous exposure to unusual pressures.

Impact of Errors:

Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals.

The impact of errors is moderately serious - affects work unit and may affect other units.

Physical Demands:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves sustained keyboard operations.

Equipment Usage:

Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.

Develops and implements long-range capital plans and programs to support the goals and objectives of the organization.

Unavoidable Hazards:

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Safety of others refers to the level of responsibility for the safety of others, either inherent in the job or to ensure the safety of the general public. (Does not include safety of subordinates).

Serves as the head of an agency or department that has primary responsibility for the enforcement of public safety laws.

Minimum Education and Experience Requirements:

Requires a minimum of a Bachelor's Degree in Business, Public Administration or closely related field with a Master's Degree preferred in a similar field.

Requires a minimum of ten years of management level experience with two years of progressively responsible experience in municipal planning, administration, or closely related experience.
