As a Deputy Child Welfare Program Manager, you will:

The Deputy Child Welfare Program Manager is a key member of the district management team and various statewide teams. They work actively to plan, organize, and lead activities to achieve ODHS's mission. As a Deputy Child Welfare Program Manager, you will:

  • The Deputy Child Welfare Manager position provides support in ensuring that ODHS adheres to the intent of the federal law and state law regulating services to American Indian and Alaska Native (AI/AN) children and families, the Indian Child Welfare Act of 1978, the Oregon Indian Child Welfare Act, and equity matters related to all AI/AN peoples. The Deputy Child Welfare Manager will case manage Child Welfare cases and American Indian/Alaskan Native children and families who have voluntary or involuntary involvement within DHS Child Welfare.

  • Experience working collaboratively with tribal entities, community-based partners and culturally appropriate service providers is essential for this position.

  • Oversee additional general Child Welfare (CW) Services like Child Protective Services, foster home certification, family reunification, planning, visitation, and adoptions.

  • Develop and lead vision and strategic plans to help local CW offices meet performance goals focused on child safety and permanency, ensuring fair service delivery.

  • Lead fiscal management, personnel and program management, community collaboration, service prioritization, handling complaints, and media inquiries.

  • Supervise six staff and approximately 40 positions through subordinate supervisors.

  • Participate in development short- and longer-term goals for the District and assist managers in the implementation of the goals.

What you need to qualify

(5) Five years of lead work, supervision, or progressively related experience

OR

(2) Two years of related experience and a bachelor's degree in a related field.

Essential attributes

We are looking for candidates with:

  • Experience engaging and working with Tribes, Urban Indian communities, community partners, and organizations; both in state as well as nationally.

  • Experience in basic Oregon Safety Model and the Vision for Transformation and its effect on the population that we serve.

  • Skill in writing and reviewing documents such as informational reports, field tools, training materials, and case reports.

  • Experience in Commitment to staff development, staff equity and retention.

  • Experience Excellent community engagement skills with historically underserved population.

  • Experience using a trauma-informed lens to evaluate situations.

  • Awareness of culturally responsive and Tribal Based Practices to holistically support AI/AN children and families.

  • Demonstrated ability to provide training and coach focusing on ICWA, ORICWA, active efforts and culturally responsive practices with ODHS, Tribal Affairs, Tribes, and community partners.

  • Demonstrated ability to engage with the ODHS workforce under time-sensitive and challenging circumstances, to gather information and make informed decisions affecting children/families.

Rotation Details:

  • This rotation/developmental opportunity is scheduled to last approximately 1 year.

  • The successful candidate will remain eligible for cost-of-living increases and regular salary adjustments.

  • Upon completion of this assignment, the employee will return to their previous position.

  • The assignment can be ended at any time, by the sending manager, receiving manager or employee, without prejudice.

Working conditions

  • This is an in-person position and will work Non-traditional work hours and have flexibility to telecommute.

  • Some travel between offices and overnight stays is regularly required.

  • Time will be spent in Salem participating in statewide meetings and committee work.

  • Additional travel within and without the service delivery area is a regular occurrence. Your work will be conducted in the office and in the community.

  • Much of the work is performed under pressure of time or adverse circumstances.
