Join the Oregon Youth Authority (OYA) team as our new Deputy Chief Financial Officer, where you'll lead and direct our accounting and payroll functions. With over 1000 employees spread across the state, your role will be pivotal in ensuring accurate financial reporting and payroll services, which are vital for delivering uninterrupted support to youth in our care. As a strategic leader, you'll not only oversee daily operations but you'll work with the Chief Financial Officer to anticipate future agency needs and executive-level requirements.

Reporting directly to the Chief Financial Officer, you'll play a key role in managing fiscal operations and decision-making processes, making this an opportunity to make a real impact on the organization's success. You'll lead and manage the overall operations, people, and priorities of OYA's accounting and payroll functions, including cost allocations, agency-wide reconciliations, and special purpose financial reporting functions.

Your leadership will be instrumental in ensuring reliable, timely, and consistent daily operations while also driving initiatives to enhance efficiency and effectiveness. You'll be responsible for leading the planning, implementation, and evaluation efforts for accounting and payroll, including any necessary changes to unit structure, business processes, or output measures measures in partnership with the Chief Financial Officer.

Excellent communication, leadership, strategic thinking, and project management skills are essential, along with a thorough understanding of government accounting, auditing, financial reporting, GASB and GAAP standards, and State of Oregon payroll laws.

Additional Information:

  • This position is part of the state's management team.

  • Hybrid Telework: This position is eligible for a flexible hybrid work schedule, and you will be required to come into the office once a month at minimum. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.

  • Starting Salary Expectations for new to State service: $82,812.00 - $95,772.00 annually; based on qualifications, experience, and internal equity (should you have significant years of experience performing this work, starting salary may be higher).

  • Position Salary Range: up to $137,004.00 annual salary.

  • This position receives annual increases on anniversary date until the maximum of the salary range is reached.

  • Upon PERS eligibility, employees will receive a 6.95% increase to their base salary and will pay the employee 6% contribution to PERS.

What We Are Looking For:

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

Required Skills:

  • Thorough knowledge of State accounting and payroll systems and processes, including strong knowledge of Oregon Accounting Manual, SABRS, Workday, and SFMA.

  • Skill in creating accounting and payroll reports, managing people and budgets, and working collaboratively across disciplines to achieve agency priorities.

  • Strong knowledge of Excel, including creating pivot reports and relational databases.
