Description
Coordinates and maintains Emergency Medical Services for the Fire Department to ensure effective and efficient service delivery, in compliance with federal and state laws and regulations. Responsible for overseeing, evaluating, and coordinating the Fire Department's Field Training Paramedics (FTP) in consultation with the Medical Director, Assistant Chief/Operations, and the Division Chief of Training. Serves as an administrative staff member and contributes to the overall effectiveness of the department. Reports directly to the Assistant Chief of Operations.
Examples of Duties
Participates in the development and administration of the Operations-EMS budget, in conjunction with the Deputy Chief/Administration, including the financial planning for staffing, equipment, and supplies for the Operations-EMS.
Direct supervision of the EMS Captain
Coordinatesresearch,development,evaluation,andrecommendationsregardingEMS operations,practices,andtechnology.
CommunicateswiththepublicregardingEMS operations
Monitorscurrentandproposedstateandfederallegislation.
Respondstoandresolvesdifficultandsensitivecitizeninquiriesandcomplaints.
Serves as the Administrator of Record.
Attends monthly Regional Advisory Council meetings.
Serves as the Fire Department's lead point of contact for the North Central Texas Trauma Regional Advisory Council as well as the Emergency Medical Task Force.
Servesasmember in the
FireDepartment'sRisk & SafetyManagement team.
Serves as the Department's Infection Control Officer.
Serves as the Department's Health and Safety Officer
In conjunction with the Deputy Chief/Administration, develop appropriate and necessary service agreements for our medical equipment.
In conjunction with the Deputy Chief/Administration, oversee and follows up on EMS equipment repairs and replacements.
Attends the Monthly Hospital Critical Event Committee meetings.
Serves as the hospital liaison.
Ensures EMS billing quality of report and documentation.
Ensures controls are established, implemented, and enforced regarding the use, dispersal, storage, documentation, procurement, and disposal of narcotics.
Provides functional leadership and directions to the Field Training Paramedics (FTPs) and the FTP Program.
Evaluates and secures contracts with outside providers from various EMS CE classes.
Coordinates with Medical Control Physician for delivery of protocol review classes.
Coordinates medical training to include EMT and Paramedic certification/licensure renewal, continuing education, refresher training, as well as other classes pertaining to medical services delivery.
EMS billing contract administration. Serves as the Fire Department's EMS Billing point of contact.
OverseestheTown-wideAEDprogram in coordination with Fire Prevention Division.
Responsible for maintaining the Fire Department's Department of State Health Services (DSHS) licenses and certifications.
Utilizes department software programs to obtain, analyze, and present data regarding EMS call response times, as well as call types, and volume trends.
Keeps the department updated on EMS metrics.
Reviews EMS metrics in areas of CPR quality, ROSC achievement rates, success rates with interventions and uses data to make decisions regarding training needs, equipment purchases, and protocol establishment.
Tracks data to determine appropriate deployment model and the need for additional staffing and MICU units.
In coordination with the Deputy Chief/Administration, manage staffing and coordination of billing for special event EMS standby coverage.
Serves as the department's HIPAA Compliance/Privacy Officer.
Minimum Qualifications
BASIC QUALIFICATIONS:
A Bachelor's Degree in EMS, Fire Science, Management, Fire Administration, or a related field is required.
Must also possess a valid Texas Class "B" Commercial Driver's License within 6 months of hire and driver record must be in compliance with Town policy.
EDUCATION:
Master Structural Firefighter and Fire Instructor II certifications issued by the TCFP are required or must have the ability to obtain.
Incident Safety Officer certification issued by the TCFP is required within six months of hire date.
National Incident Management System (NIMS) 100, 200, 300, 400, 700, and 800 are required.
Must have completed or be enrolled in Fire Officer III and IV with Certification issued by the TCFP within one year of hire.
Mustbecertifiedas a Paramedic bythe
TexasDepartmentofStateHealthServices or be a National Registry Paramedic.
