Overview

We are seeking a Deputy Business Operations Manager to support our customer.

Summary:

Assist the Operations Manager in directing activities of the organization including but not limited to: contract CDRL compliance, International Business Operations Compliance reviews, budget management, work assignment, emergency response planning, coordination of activities across programs, personnel management, employee and labor relations, scheduling of work, occurrence reporting, policy and procedure compliance and update of those policies and procedures, continuous improvement initiatives.

Responsibilities

  • Work closely with Intelligence, Surveillance and Reconnaissance (ISR) Team and Subject Matter Experts (SME) and Program / Project Managers (PM) to identify and understand client challenges and needs.

  • Support all program goals and objectives to achieve all project deliverables within required timeframe and prepared work plans and deliverables as per requirement.

  • Provide team leadership while supporting through coaching, mentoring and fostering teamwork.

  • Support and engage senior leaders while coordinating efforts with subcontractors as well internal and other external stakeholders.

  • Assists operations manager with monitoring contract expenditures and ensures the established budget is not exceeded.

  • Support operations team by coordinating all corporate support requirements; review daily operational reports.

  • Assist PMs monitor and control overseas projects and report on periodic performance.

  • Coordinate mobilization of new projects and uplifts.

  • Conduct risk analysis in real-time and advise leadership on significant changes.

  • Advise senior leadership on strategic global incidents and their impact to projects and plans.

  • Review/approve purchase requests.

  • Assist in the planning of international shipments.

  • Assist in the reconciliation of property and fixed assets.

  • Participate in pricing exercises.

  • Review technical proposals.

  • Review subcontracts prior to execution.

  • Review and approve monthly invoices from subcontractors.

  • Assist contracts management and legal with contract adjustments/amendments/extensions.

  • Assist in analysis for the Monthly Finance Review.

  • Assist Project Control with budgeting and forecasting.

  • Develop and lead financial improvement plans.

  • Work closely with overseas management personnel.

  • Other duties may be assigned, as necessary.

Qualifications

Minimum Qualifications:

  • Project Management Professional Certification

  • Lean Six Sigma Certification

  • 10+ years of experience in Federal Government/DoD to include 2 years with FEDSIM/GSA contracts

  • 5+ years' experience managing and auditing quality management systems (i.e. ISO)

  • 5 years' experience supporting pricing initiatives through understanding of costs, burdens, escalations and basis of estimates

  • Completion of FSO Program Management training

  • Strong understanding of human resources management

  • Strong understanding of international travel

  • Experience with DCOPS

  • Strong business acumen of federal government contracting vehicles and proven success in business capture and proposal development with working knowledge of Indefinite Delivery Indefinite Quantity (IDIQ) contracts and task order delivery

  • Excellent skills in MS Office Business Applications to include Word/Excel/SharePoint

  • Ability to successfully execute a wide-range of tasks in a fast-paced environment with ever changing priorities

  • Ability to establish and maintain strong relationships

  • Ability to influence others and move toward a common vision or goal

  • Able to work effectively at all levels in an organization

  • Must be a team player and able to work collaboratively with and through others.

Preferred Qualifications:

  • Master's Degree

Education:

Must have a Bachelor's degree or equivalent plus 7 years relevant experience; OR Master's degree plus 6 years relevant experience. An additional 4 years of specific job experience with a HS diploma may be substituted for the Bachelor's degree requirement for this job. This experience is in addition to the relevant years of experience listed with the job's education requirements.

Clearance Requirements:

Must have active Top Secret security clearance with SCI eligibility
