Under general supervision of the Building Services Division Manager / County Building Official, the purpose of the position is to assist in the administration and operation of the Building Division including planning, organization, mentoring, training, education, and overall development of staff.
Manages daily activities of assigned operational section (building plans review or building inspections) in the Building Services Division of the Development Services Department. Ensures compliance with all applicable building codes and regulations governing building construction, alterations, and repairs. Coordinates interaction and activities between Plans Review, Permitting, Floodplain Management, Inspections, and business services. Regularly interacts with property owners, developers, contractors, and the general public, always using appropriate discretion and diplomacy. Independently interprets and impartially applies pertinent codes and regulations, acting as a code enforcement officer.
Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.
Working Conditions
Indoor office and outdoor field environment. Work may require time outdoors in a variety of weather conditions. High noise and high stress environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone and up to 50 lbs. with assistance. Regularly required to drive county vehicles as part of the duties of the job. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds.
Job Description
Essential Functions
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.
Manages daily operations of assigned section (building plans review or building inspections). Ensures the health, safety, and welfare of the general public through the enforcement of Florida Building Codes and state and county laws and ordinances governing building construction, alterations, and repairs.
Enforces all aspects of County Ordinances including complaint investigations, posting determinations, research, and course of action pertaining to unsafe structures. Prepares and issues notices of violation and warnings. Posts stop work orders as required.
Applies advanced knowledge of Florida Building Codes and State and County laws and ordinances and their application to licensing, permitting, plans review, field inspections, floodplain regulation, and public safety.
Assists in interpreting the Florida Building Code for building dept. staff, contractors, developers, and the general public.
Works in conjunction with the Building Services Division Manager to develop and implement a citizen-centric culture providing emphasis on creating user friendly and efficient processes.
Participates in public outreach programs to increase public awareness of current laws and ordinances and other Division programs.
Builds and maintains effective relationships with citizens, developers, contractors, business and community organizations, County officials, and other government agencies. Responds to inquiries, concerns, and complaints, including emergency and stressful situations sometimes involving angry or frustrated citizens.
Meets with contractors, architects, engineers, and owners on matters concerning permitting and building code requirements. Addresses issues and ensures appropriate resolution.
Attends hearings and appears in court, as required, acting as a code enforcement officer. Attends Construction Review Board meetings when required.
Attends County meetings, and meets with the public, provides information through written, oral, and multi-media presentations during work or after work hours when required.
Participates in trade shows or building related professional organizations in representing the Building Division during or after work hours.
Sets goals and objectives for team members for achievement of operational results. Assigns work and delegates responsibilities to staff and monitors progress to ensure section goals are met and high-quality customer service is maintained. Hires, trains, coaches, appraises, and rewards assigned staff. Responds appropriately to employee complaints and issues. Cultivates strong working relationships and builds trust among team members.
Reviews and recommends new methods and procedures to make daily operations more efficient. Performs considerable short-term and long-term planning, scheduling, and coordinating within area of responsibility. Interprets and implements management policies for area of responsibility.
Assists Building Official with annual budget development for area of assignment. Monitors revenues and expenses and allocates fiscal resources appropriately.
Responsible for regulatory compliance to ensure that all work is completed in accordance with applicable laws and government regulations.
Reviews and recommends work programs, implements completed assignments, and analyzes productivity and technical resources associated with area of assignment.
Ensures vehicles and equipment assigned to section are maintained in proper working order.
Prepares and maintains necessary records and prepares monthly reports for the Building Services Division Manager as required
Acts as Building Official in the absence of the County Building Official.
Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum Qualifications
Bachelor's degree in architecture, engineering, building construction, or related field.
Ten (10) or more years of progressively responsible experience as an architect, engineer, plans examiner, building code inspector, registered or certified contractor, or construction superintendent, to include five (5) years of supervisory or management experience.
Standard License in one discipline (Building, Mechanical, Plumbing, Electrical) issued by the Florida Building Code Administrators and Inspectors Board (BCAIB) as an Inspector or Plans Examiner required.
Must possess licensure under F.F. 468 as a Building Code Administrator or must apply for a State of Florida Provisional Florida Building Code Administrator License upon hire and obtain a State of Florida Standard Building Code Administrator License per F.S. 486 within one (1) year from the date of hire.
Must possess certification as a Certified Floodplain Manager (CFM) or obtain certification within two (2) years from date of hire.
Must possess and maintain a valid Florida Driver's License and maintain an acceptable driving record.
A comparable combination of education, training, and work experience, which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications except all licensing and certification requirements.
