The Position

JOB SUMMARY

Under limited supervision from the Chief Building Official, the Deputy Building Official supports the Chief Building Official in ensuring efficiency of Building Inspections Division operations through coordination of office and field functions; supervises and provides guidance to building inspectors; ensures properties comply with structural, electrical, plumbing, mechanical, and other related codes.

ESSENTIAL JOB FUNCTIONS:

  • Supervises, develops, and mentors building inspectors.

  • Completes performance evaluations and makes recommendations regarding hiring, termination, and discipline of employees.

  • Manages daily inspection workload, assigning work and monitoring the work performed.

  • Assists Chief Building Official with development of the Divisionbudget.

  • Monitors input and satisfaction of the development and permit process from builders, developers, and general public; recommends improvements to processes to enhance productivity and customer service.

  • Acts as Division manager in the absence of the Chief Building Official.

  • Attends City Council or Planning and Zoning Commission meetings, as needed.

  • Assists the Chief Building Official in developing and implementing Division policies and procedures.

  • Makes onsite field inspections during all phases of construction to ensure building compliance with various codes, including those published by the International Code Council (ICC) and the National Fire Prevention Association (NFPA), National Electric Code, and verifies compliance with related zoning and other ordinances.

  • Reviews complex residential and commercial plans and specifications for compliance with codes and city ordinances.

  • Maintains computer records and reports concerning inspections, licenses, permits, certificates, etc.

  • Provides consultations with engineers, architects, builders, and contractors to discuss plans and compliance with various codes.

  • Prepares and writes departmental reports and correspondence.

  • Coordinates with other city departments to set up reviews and inspections as necessary.

  • Conducts required inspections during building condemnation procedures.

  • Answers questions in person, on telephone and via email regarding related zoning, building code compliance, and citizens' complaints.

  • Provides customer service to other departments and public as needed.

  • Assists the Fire Marshal in the investigation of fire related incidents and the evaluation of structures and their condition/safety.

  • Performs residential plan reviews for compliance and applicable codes and ordinances.

Acceptable Experience, Training, Certifications and Licenses

MINIMUM REQUIREMENTS TO PERFORM WORK:

High School Diploma, or its equivalent, plus five (5) to seven (7) years inspection and/or construction experience; Minimum three (3) years in a supervisory role.

Or aBachelor's Degree in a related field plus two (2) years inspection experience.

Municipal experience preferred.

Certifications and Licenses

  • Valid Texas driver's license, with acceptable driving record.

  • Plumbing Inspectors License issued by the Texas State Board of Plumbing, required.

  • Certification as a Combination Inspector by the International Code Council (ICC), required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:general management principles; personnel policies and procedures; technical and administrative aspects of building inspections, building codes, and city ordinances; construction practices including those relating to plumbing, electrical systems, structural, foundation, and heating and air conditioning systems; regulations pertaining to contractor licenses; regulations and guidelines prepared by state and federal agencies relative to the city's building inspection requirements.

Skill/Ability to: supervise, train and mentor staff; interpret and administer zoning ordinances, building codes, and other related codes; read detailed plans; establish and maintain effective working relationships with other city employees, commissions and boards, state and local government agencies, contractors, builders, and the general public; demonstrate proficiency in both oral and written communication; and operate computers using standard word processing, spreadsheet, and data inquiry software.Able to lift up to 75 lbs.
