As a critical leader in the Division of Unemployment Insurance (UI), you will direct the daily operations in collecting taxes from employers and paying benefits to unemployed workers in adherence to state and federal standards and goals. You will provide leadership in strategic planning and lead teams dedicated to program modernization projects and initiatives. You will participate in policy making to ensure a sound system of unemployment reserves, contributions and benefits. This position reports to the Division Administrator.

Minimally qualified applicants will have experience related to the following required qualifications:

  • project management (e.g. initiating, planning, executing, monitoring, closing, etc.);
  • analyzing and summarizing complex information (e.g. legislation, policies, data);
  • managing programs subject to state and federal laws and regulations;
  • serving in a formal leadership role with responsibilities for managing operations and supervising professional staff;
  • resolving conflict through critical thinking and analysis;
  • excellent communications skills.

Well-qualified applicants will also have experience related to the following preferred qualifications:

  • developing written reports and making formal presentations to high-level executives and external stakeholders;
  • managing multiple complex projects (e.g. working with new technologies, highly sensitive issues, stakeholders with conflicting interests, etc.);
  • leading strategic planning;
  • leading program modernization efforts or initiatives;
  • managing a workforce development program.

This responsibility includes identifying improvements for the Division's current use of resources, especially human and information resources, and facilities; exploring cost effective ways of carrying out DERA's business while meeting customer needs; and developing solutions to problems or innovations to be implemented in alignment with the Commission's policy initiatives, fiscal, human resources, facilities, and IT process. Further, this position is responsible for leading DERA's efforts to establish meaningful practices and procedures to ensure continual process improvement and to recognize where changes are needed in policies, procedures, and programs, based on Commission mission, industry trends, performance metrics, and user input. This position is responsible for the development and mentorship of Bureau Directors, Supervisors, and Team Leads on personnel, organizational leadership, and task prioritization work. Qualifications: A qualified candidate will have each of the following: * Management/leadership experience. This may be informal experience such as lead worker experience, reviewing the work of others, establishing goals, etc. * Project management experience Experience may include serving as a project coordinator; serving as the lead person coordinating cases, projects, or budgets involving multiple processes and stakeholders; being responsible for overall outcomes or performance metrics of the program; directing the activities of others collaborating on the program, etc. * Experience managing or implementing procedures and processes that included multiple steps; teams or groups; internal and external customers; or subject to legal, audit, or regulatory requirements * Experience analyzing, interpreting, and applying statutes, administrative code, or contractual requirements.This may include experience with the legislative or rulemaking process.
