Summary


The Southwestern Power Administration (Southwestern) is a power marketing agency within the Department of Energy. Southwestern s mission is the marketing of approximately 2,200 megawatts of Federal power generated at 24 U.S. Corps of Engineers multi-purpose dams on an approximately 1,400 mile Federal electric transmission system. Southwesterns mission also includes the effective utilization and conservation of resources consistent with national and international objectives.

Responsibilities


This position serves as the Deputy Administrator

, Office of Power Delivery for Southwestern Power Administration (Southwestern). In this capacity, the incumbent provides executive leadership in articulating the vision and clear strategic direction for Southwestern-wide power delivery and programs functionally critical to Southwestern's mission. Responsibilities include the following:

  • Serves as the principal advisor to the Administrator on all matters relating to assigned functions and programs.

  • Participates as a member of Southwestern's Senior Management Team in (1) developing Southwestern's overall long-range direction, goals, and strategies; (2) developing and leading high performing teams which assure quality, customer-focused service; (3) employing excellent business principles and safe, effective, and efficient operating practices; and (4) fostering commitment to good power system stewardship and organizational citizenship in accomplishing organizational goals.

  • Directs the formulation and implementation of broad engineering and technical programs and policies for the Office of Power Delivery within Southwestern.

  • Directs the drafting of directives and directs Southwestern-wide responses to proposed directives and guidelines regarding assigned programs.

  • Directs the planning, development, implementation, and administration of the Offices of Corporate Operations and the Office of Corporate Compliance.

  • Directs the establishment of office policies and directives to ensure compliance with all Southwestern, Department of Energy, Federal, State, and local laws, regulations, and guidelines.

  • Establishes working and consultative relationships with the aforementioned groups to ensure widespread input into the data collection, analysis, and decision-making processes.

  • Manages the operation of Southwestern assets to conform with North American Electric Reliability Corporation (NERC) and Southwest Power Pool (SPP) operating criteria, general power system interconnected reliability requirements, contract terms, and operating agreements with other systems and customers.

  • Collaborates with customer groups, interconnected utilities, and other officials in resolving both technical and non-technical issues regarding the implementation of Southwestern preference power contracts, operational and maintenance areas, environmental, safety, health areas, and regulatory/statutory areas.

The Office of Personnel Management (OPM) is required by law to review the executive qualifications of each new career appointee to the SES prior to appointment. The five ECQs are as follows.

  • ECQ 5: Building Coalitions. Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS:A supplemental narrative must be submitted separately addressing each MTQ below. No more than one (1) page per-MTQ is allowed; additional information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments.

Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:

1.Knowledge of the electric utility industry, including complex transmission and energy contracts related to the delivery of Federal power or operations, engineering, and maintenance of a high voltage electrical transmission system.

2.Demonstrated ability integrating key agency goals and priorities into organizational programs while balancing change and continuity, improving customer service, increasing program performance, and ensuring accountability.

3.Demonstrated ability to manage and supervise a diverse staff responsible for all facets of electric utility operation including the design, operation, transmission, and maintenance of electrical utility and communication facilities.
