Environmental Specialist II - OPS

The Standards Development Section in the Water Quality Standards Program is accepting applications for a full-time (40 hours per week) OPS Environmental Specialist II position.

Summary of Duties: This is an intermediate level professional and scientific position responsible for planning, evaluating, and coordinating changes to standards for surface water quality. The work includes review of State water quality standards, as required under the Clean Water Act.

Provide technical expertise in support of the refinement of existing or development of new surface water quality standards under Chapter 62-302, F.A.C., including designated uses, surface water classifications, criteria, and the antidegradation policy.

Write, edit, and review technical reports in support of the water quality standard changes.

Provide scientific review, statistical evaluation, and interpretation of biological and chemical environmental data and of environmental reports in support of Section, Program, and Division projects.

Review and provide comments on petitions or requests for site specific water quality standards changes, including site specific alternatives criteria, TMDLs, Level II WQBELs, and reclassification.

Provide advice and assistance on water quality standards to other staff of the Department and the public.

Assist in inter-Program coordinated projects and teams requiring section expertise as assigned by supervisor.

Provide technical input on rule development and implementation.

Conducts environmental field sampling for a wide array of highly sophisticated physical, chemical and biological parameters, according to DEP Standard Operating Procedures (SOPs), following DEP protocols and quality assurance (QA) procedures.

Knowledge, Skills and Abilities (Essential):

1.Knowledge of biological, chemical, and physical processes as they relate to water quality and the aquatic environment.
2.Knowledge related to environmental, biological or health sciences.
3.Knowledge of statistical concepts and procedures commonly used in the environmental field.
4.Ability to understand, interpret, and explain State and Federal Water Quality Regulations
5.Knowledge of water quality data collection principles and procedures.
6.Knowledge and skill in the use of computers and software programs utilized for word processing, presentations, statistical and spread sheet applications.
7.Ability to communicate effectively, verbally and in writing.
8.Ability to deal with the public in a tactful and courteous manner.
9.Ability to work independently with minimum supervision.
10. Ability to establish and maintain effective working relationships with others.
11. Ability to collect water quality and biological samples while in harsh environments while following strict QA procedures.
12. Ability to participate in intensive field work conditions.
13. Ability to travel outside of Tallahassee and maintain a valid drivers license.

Knowledge, Skills and Abilities (Preferred):



  1. Knowledge of Florida surface water quality standards.
  2. Knowledge of Florida numeric nutrient criteria implementation.

Position Requirements:

A Bachelor's Degree in Biological, Natural, or Physical Sciences, and a minimum of two years of professional experience in the environmental field, or an equivalent combination of education and experience.
Valid Drivers License.
Travel is required to perform the duties of this position.

In performing these duties, the individual will provide excellent client service to both internal and external clients. Principal Duties and Responsibilities: Daily audit of "file maintenance" posted by Loan Servicing associates on the previous, as well as verifying all loans against the New Loan Posting Journal. Thoroughly audit all new loans, extensions, and renewals according to the department's established standards. Identify and report loan "input errors" and "documentation errors" to ensure minimal risk to the bank. Input errors are to be reported to the corresponding Loan Servicing input clerk and his/her supervisor, and documentation exceptions are to be entered into the Jack Henry collateral tracking program for monthly reporting to Credit Administration. Receive and/or distribute negotiable collateral items under dual control and according to the department's established standards, as well as perform an annual audit of the negotiable collateral inventory.
