Government Operations Consultant II

The Scientific Support Services Program is accepting applications for a full-time, Career Service Government Operations Consultant II position.

Summary of Duties:
This is an independent and specialized position serving as administrative operations manager in the Scientific Support Services Program. Position is responsible for complex administrative tasks dealing with budget, workload assessment, contract management, purchasing, property control and other major laboratory functions. Provides support to the Program Administrator and to the Division office. Knowledge of environmental laboratory policies, procedures and regulations is beneficial to perform duties.

Responsible for financial management within the DEAR Laboratory Programs. Develops and maintains customized tracking tools to record, assess and project expenditures for the Programs.

Analyzes fiscal data to identify and anticipate problems. Proposes solutions to such problems and implements corrective actions as needed. Represents the Laboratories in working with the Bureau of Budget and Planning.

Manages contracts for Laboratory Programs. For the analytical overflow laboratory contracts, ensures that data deliverables satisfy contract requirements, data are loaded into the Laboratory Information Management System (LIMS) and that invoices are processed and paid as required. This requires an understanding of laboratory functions and operations.

Oversees all purchasing activities of the Laboratory Programs.

Acts as the Programs liaison to the Finance & Accounting and the Purchasing Sections.

Ensures that all purchases are consistent with the Laboratorys allocated budget and agency policy. Serves as point of contact for all vendors. Provides technical assistance to administrative and program staff related to all procurements and purchasing needs.

Oversees all the Laboratory Programs contracts and grants, ensuring that contract managers perform well and that all relevant state and federal requirements are satisfied. Serves as the main point of contact with the DEP Contracts Office.

Monitors the Programs' administrative support activities, identifying problems and proposing solutions. Performs other duties as assigned.

Knowledge, Skills and Abilities (Essential):

Knowledge of state purchasing rules and requirements;

Knowledge of software packages for the generation of documents; spreadsheets and information management (specifically MS Excel, MS Word, Adobe Acrobat Professional);

Ability to prepare management and technical reports;

Ability to use computers and related hardware;

Ability to understand and follow policy direction and rules applicable to purchasing and administrative requirements;

Ability to deal with the public in a tactful and courteous manner;

Ability to work independently;

Ability to plan, organize and coordinate work assignments;

Ability to communicate effectively both verbally and in writing;

Ability to establish and maintain effective working relationships with others;

Ability to utilize problem-solving techniques;
Knowledge, Skills and Abilities (Preferred):
12. Bachelors Degree from an accredited college or university.
13. One or more years of professional experience with budget management.
14. One or more years of professional experience with contract management.
15. One or more years of working experience with MyFloridaMarketPlace to initiate or approve purchases.
16. Familiarity with Passport/PCard software and one or more years experience as a PCard purchase approver.
17. Working knowledge of the FLAIR system.
18. Florida Certified Contract Manager (FCCM) certification.
