The DHHS IS department is comprised of 5 different units: Security, Operations, Application Development, Network & Technical, and Customer Support. The DHHS IS team supports Behavioral Health, Social Services, Public Health, and other smaller departments under the DHHS umbrella. In all it's 23 sites and about 1,300 users. Our scope of services include: servers, phone systems, networking, PC's, email, backups, project management, cabling and security. Server systems are primarily MS Windows. All of our users utilize the Microsoft Windows and Office suite of applications. This position will be in the Customer Support unit which typically has 9 employees who handle end-user support, troubleshooting, device replacement, and other Customer Support issues.

What You'll Do:

This position is responsible for a variety of duties, including;

  • Triage help desk requests

  • Troubleshooting general technology issues

  • Deploy computers and iPhones

  • Inventory management

DEFINITION

Under general supervision performs a variety of specialized duties in support of a departmental computer system using a variety of software and specialized department specific systems including operating systems provided by the state and other agencies; performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

This journey level technical class is fully competent to perform a wide range of training and support activities for users of computer systems within a specific County department. This class differs from the Departmental Information Systems Analyst in that the latter is responsible for the overall operation of a departmental computer system.

EXAMPLES OF DUTIES

  • Sets up computer hardware and installs software including state or federal provided operating systems, word processing, database, spreadsheets and other software.

  • Trains department users on hardware and software usage; explains operating systems and provides on-going support for department staff.

  • Troubleshoots operating systems with personal computers, software, printers, and other peripheral equipment.

  • May develop training protocols, training materials and instructional materials.

  • Maintains training, inventory and other records and prepares a variety of periodic reports.

  • May oversee the purchasing of supplies and monitor the inventory of fixed assets.

  • Creates simple database systems; provides training materials and instruction to department users.

  • Participates in feasibility studies regarding new or existing applications.

  • Instructs department users in local area network administration and security; maintains records for network users.

QUALIFICATIONS

Knowledge of:

  • Knowledge of computer and informational systems technical practices and procedures. Operating principles and characteristics of personal computer hardware and software systems.

  • Principles and practices of maintaining local area network systems.

  • Standard personal computer operating system software.

  • Standard office administrative practices and procedures, including recordkeeping and the operation of standard office equipment.

  • Principles and practices of instruction particularly in computer systems.

Skill in:

  • Applying computer and informational systems technical practices to an office environment.

  • Installing, maintaining, operating and troubleshooting personal computer hardware and software.

  • Analyzing user problems, evaluating alternatives and reaching sound conclusions. Preparing instructional materials, providing training and instruction and evaluating effectiveness.

  • Principles and practices of recordkeeping, report writing and documentation.

  • Exercising sound independent judgment within established guidelines.

  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Some college level coursework in computer science or computer technology and three years experience operating and installing personal computers including one year providing training on personal computer systems to users.

CalPERS RETIREMENT PROGRAM

Employees fall into one of the following tiers based on the date you first start working for the County or any other employer that uses CalPERS for retirement.

  • Tier I - Prior to 7/5/2012: 2.7% @ 55
  • Tier II - Post 7/6/2012: 2% @ 55
  • Tier III - Post 1/1/2013: 2% @ 62

If this is your first job with a CalPERS employer, you'd be in Tier III.

  • 2.0 means that for every year you work for the County, you will receive 2% of your maximum annual pay rate for every year that you work for us (or other CalPERS employers) if you work the required minimum number of years (that's called vesting) and retire after the age following the @.

  • If you work 20 years and retire at 62 years of age, you will receive 20 x 2% or 40% of your maximum annual pay rate every year in retirement payments.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.

EMPLOYMENT ELIGIBILITY

If you are offered employment, you will be required to verify your eligibility to work in the United States. DISASTER SERVICE WORKERS

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
