This position will be eligible forpartial telework and alternate work schedule flexibility.NAVSUP WSS Office of Counsel is a field office of the Office of Counsel, NAVSUP, Mechanicsburg,Pennsylvania.

NAVSUP WSSprovides program and supply support for the weapon systems that keep our naval forces missionready by exercising centralized control of more than 430,000 different line items of repair parts,components, and assemblies and providing global logistics support to our Navy’s ships, aircraft,submarines, and weapon systems. NAVSUP WSS also provides logistics and supply assistance tocoalition and allied nations through the Foreign Military Sales program.The NAVSUP WSS Office of Counsel consists of seventeen attorneys and two legal administrativespecialists, and is located in Mechanicsburg and Philadelphia, Pennsylvania.

The Philadelphia Siteconsists of ten attorneys and one legal administrative specialist. The anticipated vacancies are at the

Philadelphia Site.The NAVSUP WSS Office of Counsel has a varied workload. While the primary practice involvesfederal acquisition law and/or civilian personnel law, the incumbent may also be assigned dutiesassociated with a wide range of legal issues in other Department of Navy (DON) Office of the GeneralCounsel (OGC) practice areas, including the following: litigation, client counseling, ethics andstandards of conduct, Privacy Act, Freedom of Information Act, fiscal law, labor managementrelations, and arbitration.These positions will be filled under the General Schedule (GS) pay system and have full performancelevels ofGS-14, but will be filled at the GS-11, GS-12, GS-13, or GS-14 level, depending on the qualifications ofthesuccessful applicant.

To be eligible for selection at the GS-11 level, the applicant must have at leastone year of professional legal experience or be a recent law school graduate with superior lawstudent work or activities as demonstrated by: graduating in the top third of their law school class;work or achievement of significance on an official law review or journal; or a special high-level honor,e.g., winning a moot court competition, membership on the law school’s official moot court team, ormembership in the Order of the Coif. To be eligible for selection at the GS-12 level, the applicant musthave two years of professional legal experience at the GS-11 (or equivalent) level or be a current GS-12 (or equivalent) attorney within the Federal government. For GS-11 and GS-12 positions only, asecond professional law degree (LL.M.) that required at least one full academic year of graduate studymay be substituted for one year of professional legal experience.

To be eligible for selection at the GS-13 level, an applicant must have in excess of two years of professional legal experience.

To be eligiblefor selection at the GS-14 level, an applicant must have three-and-one-half years of relevantprofessional legal experience. Pay will be set commensurate with the successful applicant'squalifications, funding availability, and (GS) pay setting guidelines.Applicants will be evaluated on: 1) the depth, breadth, and quality of their experience in federalacquisition law and/or civilian personnel law 2) the depth, breadth, and quality of their experience inother OGC practice areas listed above; 3) their research, analytical, and writing skills; 4) their oralcommunication skills; 5) their ability to work both independently and as part of a team; and 6) theirinterpersonal skills, including their ability to develop strong attorney-client relationships. Applicantswith a record of making significant contributions to the advancement of DON OGC or equivalent

Office of General Counsel or law firm/office beyond the day-to-day legal practice are desired.The successful applicant must have graduated from a law school that is accredited by the AmericanBar Association, be an active member in good standing of the bar of the highest court of a State, U.S.Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a stateor federal court.
