This role is a full time indirect management position reporting to the AST Director, Engineering. It has 8 direct reports comprising 7 Integrated Capability Team (ICT) Leads & 1 business intelligence / infrastructure specialist. The ICT Leads are responsible for technical performance, cost, schedule, & risk management in overseeing & guiding all aspects, from concept through support, of their respective products - of which there close to 100 spread across 9 teams. Products owned by the various ICTs range from SIGNIT system level products, to large & complex software systems, to integrated & stand-alone organic & purchased hardware products, as well as specific skill sets offered as services to other teams. These products are used by over 30 different customer programs with 150 or more engineers providing support at any given time. Engineering resource management, including workload projection, is a significant part of this role.
As Department Manager you will support ICT execution on current programs, influence the direction of business development, & be a member of the Engineering Center Leadership Team (ECLT) that oversees the activities & company strategy associated with close to 400 high performing engineers across a broad range of disciplines & specialty fields. In performing this role you will:
Collaborate closely with the ECLT, program & proposal managers, section managers, & senior technical staff to plan, pursue, & achieve objectives & contribute to the overall successful operation of the AST Engineering Center (EC)
Make sound decisions - guided by overarching EC & AST objectives - on multiple concurrent loosely defined tasks with ambiguous or conflicting priorities & sparse data in a dynamic business environment
Oversee the ICT leads & perform typical line management supervisory responsibilities for the department (recruiting, hiring, staffing, review, compensation, development)
Track teams' performance metrics & ensure technical integrity & consistent, sound team execution strategies
Perform independent review of plans, execution, monthly progress, design status, test readiness, & estimates of cost-to-complete & new work
Perform root cause corrective action activities when problems are encountered
Assess staff demand from programs & ICTs & work with other department managers to develop a complementary staff supply plan
Proactively maintain & continuously improve ICT leadership skills through mentoring, identification & development of future leads, & hiring
Manage organization performance through goal setting, career counseling, compensation planning, & staff training & development
Ensure quality, timeliness, & technical integrity of department work products
Ensure compliance with Raytheon & AST engineering processes, measure effectiveness, & implement process improvements
Contribute to the definition of product technology roadmaps & strategy consistent with program & AST objectives
Provide clear, concise weekly status on ICT progress & issues
As Department Manager you will also maintain AST's high level of focus on customer mission success, & provide the drive to maintain vibrancy in AST's products & engineering capabilities as AST continues to demonstrate thought leadership for the Intelligence Community (IC).
Required Skills / Experience
Minimum 12 years of professional experience in organizations developing complex software driven electronic systems for DoD or IC customers
Minimum 3 years line management experience leading a department of 20 or more engineers & performing recruiting, hiring, staffing, review, & compensation functions
Minimum 3 years either: 1) managing a DoD or IC program / project / major task, or 2) leading a product team performing development, fielding, support, & serial upgrades
Minimum 3 years performing as an engineer (any discipline) developing complex software driven electronic systems for DoD or IC customers
Experience in a lead role on a geographically dispersed team or program
Strong written & oral communications skills with the ability to effectively interact with subordinates, peers, & superiors
US Citizenship & ability to obtain a TS/SCI clearance
Ability to travel as needed (~30%)
Desired Skills / Experience
Expert level of proficiency with earned value management systems
Project management experience as either a program manager or deputy
Experience working in 1 or more of the following domains / subspecialties: SIGINT, COMINT, wireless / broadband / terrestrial telecommunications, signal demodulation / de-multiplexing / switching, signal analysis, telecommunications protocols, GUI development, computer networks, cyber operations
Experience with design & development in 1 or more of the following disciplines: complex systems, software & large software systems, hardware (LRU, CCA or integrated assemblies), firmware, signal processing algorithms
Experience with system integration & test, DEVSECOPS, mission operations support
Working knowledge of business intelligence & infrastructure tools (e.g. staffing, program planning, budget allocation / cost collection / analysis)
Working knowledge of business development processes & experience supporting competitive DoD or IC capture efforts
Active TS/SCI clearance
Master of Science Degree in STEM field
Master of Business Administration
Continuing education in STEM or business
