The Demand Side Management (DSM) Specialist is primarily responsible for supporting all facets of NorthWestern Energy's electric and natural gas DSM and Universal System Benefits (USB) programs including designing, developing, administering, marketing, promoting, and monitoring programs and related service contracts, reporting on program activities, and supporting related regulatory filings.


  • All NorthWestern Energy employees are required to adhere to company safety standards and the Code of Business Conduct & Ethics

  • Ensure all actions are consistent with NorthWestern Energy's values, mission, and strategic business objectives

  • Research, evaluate, and perform technical and economic analysis on DSM/USB related technologies, projects and programs

  • Perform computer-related functions such as engineering analysis, spreadsheet development, utilization and manipulation, and database compilations

  • Compile and write technical reports

  • Provide input on program planning, design, acquisition targets, and budgets for DSM/USB projects and programs

  • Maintain accurate DSM/USB program records, databases, and documentation

  • Function as either a primary or supporting contact for DSM/USB programs

  • Interact with and provide information to NorthWestern Energy's external technical advisory committees and other internal and external parties and customers as necessary

  • Develop and manage requests for proposals, evaluate bids and negotiate contracts, and manage contractor performance

  • Monitor program performance relative to established acquisition targets and budgets

  • Support the development of DSM/USB regulatory filings

  • Make DSM/USB program related presentations at various meetings/seminars


  • Demonstrate and maintain a good safety record

  • 4-year degree in Economics, Business, Communications, Engineering, Finance, Accounting, Marketing or related field

  • Must have excellent oral and written communications skills

  • Ability to work independently as well as in a team environment

  • Must be flexible, possess an entrepreneurial spirit, and have a strong desire and ability to provide excellent customer service

  • General understanding of natural gas and electric utility systems preferred

  • Familiarity with underlying concepts as well as challenges associated with utility-operated DSM programs

  • Good working knowledge of economic analysis and energy-related concepts and calculations

  • Knowledge of current Montana building codes is preferred

  • Experienced user of Microsoft Office Package (Word, Excel, Access, PowerPoint, etc.)

  • Valid driver's license and satisfactory driving record

  • Current or recent successful experience with the design and implementation of DSM/USB programs from a utility and/or third party services provider perspective is a plus
