Delinquent Collection/Treasurer Clerk - Performs delinquent collections duties involving tax deeds, assignments, redemptions, bankruptcies, writs of execution, offsets, investigatory work to support collections duties and motor vehicle transactions for the Missoula County Clerk and Treasurer's Office. Requires high school graduation or GED. Requires one year of experience in collections or otherwise demanding money, which can be met by making solicitation calls for donations through volunteer work.
Representative Examples of Work
Collects delinquent payment for real estate, personal and mobile home taxes in accordance with state law. Determines acceptable payment options.
Maintains detailed records of delinquent tax information and communications for tracking, distribution, partial payments, and legal and reporting purposes. Identifies problems and recommends changes or interpretations of policies and procedures on delinquent tax collections for approval by the elected Treasurer or Chief Deputy Treasurer. Provides information about delinquent taxes to the public by telephone, mail or in person.
Assists Treasurer in responding to press inquiries and responds to press inquiries as directed. Spends a substantial amount of time making collection phone calls and drafting collection letters and other tax related communications. Prepares and issues warrant and writs of execution to collect delinquent monies.
Organizes, conducts, and oversees delinquent tax sales/auctions on mobile homes. Schedules, advertises and conducts annual delinquent tax lien sale of real property. May assist with notices on delinquent tax sales of personal property.
Processes assignments, redemptions and tax deeds according to State law. Enters request for claim checks for redemptions. Reviews bankruptcy notifications and files correct documentation with the Bankruptcy Courts.
Receives cash, checks and credit cards to process real estate, personal property and motor vehicle payments. Handles large amounts of cash and receipts; balances cash drawer daily against the state and county computer systems. Balances checks, cash and credit cards to daily reports; prepares overall balancing sheet at end of each day; prepares reports.
Issues a variety of permits and licenses including: single moving permits for mobile homes, temporary registration permits (TRPs), special mobiles, dog licenses, raffle permits, motor vehicle plates and tabs, and transient merchant/itinerant vendor licenses. Registers and renews motor vehicles; and receives and processes applications for new and transferred titles.
The work requires little physical activity, but does require long periods of sitting, performing computer work and making telephone calls. Requires the ability to maneuver in confined areas and frequent medium lifting (up to 30 lbs.). The job requires infrequent public speaking obligations in front of medium to large sized audiences. Additionally, standards for the position require that benchmarks related to the collection of delinquent taxes are strictly met.
