DEIB Program Analyst!
We are in search of a dedicated Program Analyst for our Diversity, Equity, Inclusion, and Belonging (DEIB) team who can champion accountability and transparency at the Port of Portland. You will leverage data to shape impactful DEIB strategies and effectively measure progress. You will communicate the significance and benefits of these initiatives in a way that motivates and engages our entire team, driving us closer to our goal of shared prosperity.

Essential Job Duties
Manage Equity Planning
Oversee equity planning efforts for departments and divisions.
Track DEIB goals and project work plans.
Facilitate meetings, events, and trainings.
Serve as a liaison to equity work groups.
Track and Measure DEIB Progress
Monitor the Port's DEIB work to ensure alignment with the Shared Prosperity Plan.
Measure progress towards DEIB goals.
Data Analysis and Reporting
Analyze data and prepare relevant reports.
Develop communications and materials, including the Shared Prosperity Progress Report and Budget Equity Report.
Training and Workshops
Design and deliver training sessions and workshops in collaboration with others.
Provide tools to accelerate progress on the Shared Prosperity Plan, covering topics like budget equity and equity lenses.
Collaboration and Community Engagement
Work with the Performance and Analytics team, Economic Research Consultant, and HR Data Consultant to enhance data delivery and analysis.
Connect with membership organizations and DEI partners to bring resources and tools to employees.
Special Projects and Support
Coordinate special projects and high-level tasks initiated by the DEI Director or DEI Program Manager.
Provide technical assistance and program support for various Port departments and divisions.
Minimum Qualifications
Bachelor's degree in ethnic studies, sociology, anthropology, organizational development, or a related field.
Minimum of four (4) years of experience in diversity, equity, and inclusion, particularly in managing and evaluating programs.
OR any combination of education and experience that demonstrates the ability to perform the job duties. We highly encourage candidates with extensive experience to apply. We value practical expertise and welcome all qualified individuals.
Master's degree in public affairs, ethnic studies, organizational development, or a related field is preferred.
Experience with accountability frameworks (e.g., the Global Diversity, Equity and Inclusion Benchmarks, Results Based Accountability, etc.) is preferred.
Skills and Abilities:
Strong organization, planning, and time management skills.
Proficient in facilitating team discussions and activities.
Results-oriented with a focus on achieving outcomes.
Strategic thinker with the ability to plan long-term initiatives.
Experienced in developing and delivering training programs.
Excellent at communicating complex information in simple, understandable terms.
Proficient in Microsoft applications like PowerPoint, Word, etc.
Competent in data analysis and statistical methods.
Knowledge of equity lens frameworks such as Targeted Universalism is a plus.

A minimum qualification evaluation of education, training and experience of submitted application packets will take place by Human Resources the week of July 15, 2024.
A Subject Matter Expert (SME - Hiring) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.
Our goal is to schedule interviews with candidates that successfully passed the SME evaluation step the end of July or early August with second round panel interviews the week of August 12, 2024.
