Mandatory Skill Requirements (must have):

This position requires a dynamic, independent and trustworthy person able to work with minimal direction to accomplish broad objectives and conformance to policy. The successful candidate will meet the following qualifications:

  • 5+ years of practical hands on experience utilizing various DTS applications, including the ability to assess various organizational travel programs in accordance with governing regulations and to provide planned routine and on-the-spot training on all aspects of DTS employment.

  • Demonstrated knowledge of DOD Joint Travel Regulations (JTR) policies and procedures; DTS order writing for CONUS, OCONUS, and No Cost orders; familiarization of DOD form DD 1351-2 voucher; DTS voucher processing and understanding of DTS Group Authorizations.

  • Knowledge of AD HOC reports and Commercial Travel Office (CTO) reservation, policies and procedures.

  • Experience in administering DTS at the Echelon IV level or higher. DTS experience should include DTS travel documents, Non-DTS Entry Agents (NDEAs) functions, cancellation procedures, constructed travel, FY crossover, Group Travel, Itinerary changes, City Pair program, Routing lists, Authorizations, Vouchers, CTO Partnership, and Government Travel Credit Card program (Individual and Centrally Billed Accounts) employment at the Echelon IV level or higher.

  • CitiBank experience including knowledge of DTS Centrally Billed Account reconciliation, card maintenance and Agency Program Coordinator support functions.

  • Knowledge of current relevant guidance including the Joint Travel Regulation (JTR), the Department of Defense Financial Management Regulation (DoDFMR), Navy DTS Business Rules, and NAVSUPINST 4650.8, and DoDI 5154.31.

  • Functional experience with Microsoft Outlook, Word and Excel applications.

  • Understanding of business process maps (normally in flowchart format) and supporting documentation.

Job Duties:

This position assists with Defense Travel System (DTS) and Government Travel Credit Card (GTCC) programs for NECC and NECC PAC. The DTS Travel Administrator provides advice, guidance and support to the commands, certifying officials, approving officials, and travelers, while ensuring compliance with the Joint Travel Regulations (JTR) and applicable policies and procedures.

The travel administrator assists with pre-travel arrangements, travel order approval, identifying discrepancies is in travel program and funding reports and answers traveler questions. Assistance will include assistance with various reports to include but not limited to the DTS program reports, the Monthly DTS DD577 Records of Appointment, the DTS Compliance Tool reports, the weekly Unfilled Orders Listing, unsubmitted voucher reports, Separation of Duty, Approved Status, Report, etc. The administrator will review the reports for positive and negative trends with findings provided to the NECC and NECCPAC Comptroller departments.

The Government Travel Credit Card program requires the administrator to verify that correct charges are applied and correct DTS settlement vouchers. The administrator will assist the Debt Management Monitor with indebtedness collection actions. The administrator will prepare the semi-annual user validation reviews and reports via the Travel Share Point application.

VIEW JOBS 10/1/2019 12:00:00 AM 2019-12-30T00:00 Job Description Description JOB DESCRIPTION: The Defense Systems Customer Group currently has a career opportunity for a qualified former AEGIS Fire Controlman (NEC FC-1119 AEGIS Radar System Technician required), who deployed on board a Ballistic Missile Defense (BMD)-configured AEGIS ship, to provide support to the U.S. Fleet Forces (USFF) Ballistic Missile Defense Exercise (BMDEX) training program. The qualified candidate will provide direct assistance to Carrier Strike Group FOUR (CSG 4) and Tactical Training Group, Atlantic (TTGL) as a Training subject matter expert (SME) for the development, implementation, execution and assessment of the training program and requirements to support BMDEX. The candidate must be knowledgeable in SPY-1 B/D operations and have stood watch on an AEGIS ship as a Combat Systems Coordinator (CSC). Training SMEs are highly-skilled persons with knowledge gained over years of experience at senior levels. They promote greater information sharing for staffs and stakeholders. They provide realistic as well as reliable, consistent support and well-developed recommendations to various audiences in training and real world events. They will maintain the integrity of the training objectives, and maintain a knowledge base that is consistent with the requirements that cover the full spectrum of the listed Functional Area duties. SMEs serve as the catalyst for developing and evaluating requirements. They provide the expertise and insight to support programs and leaders at all levels, including very senior levels, civilian and military sectors. They are experienced subject matter experts in their fields of expertise. The ideal candidate for this position is U.S. Navy NEC qualified FC-1119 with at least one recent tour of duty on a BMD-configured AEGIS CG/DDG as a CSC, as well as experience as a Joint Semi-Automated Forces (JSAF) operator. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least four years of applicable Training SME experience in: * Training management * Developing training curricula * Conducting fleet/joint training assessments to identify gaps, training needs, and solutions * Delivering training in person and/or online * Developing and modifying training event/exercise scenarios and curricula * Managing training projects as team and/or project leader * Designing custom training to meet Fleet and Joint training objectives * Engaging senior staff at the Flag Officer/Director/Manager level * Handling multiple priorities and interruptions with minimal impact on productivity/deliverables Specific Functional Area duties include: * Provide subject advice and expertise on evolving defensive systems and ensure that the BMDEX program is aligned with USN warfare training system processes, Navy Warfare Training System (NWTS) processes and the Fleet Training Continuum (FTC). * Develop lessons learned from exercise results, including assessment of Navy Mission Essential Tasks (NMET), and provide these findings to the Government no later than one week following the completion of each event. * Assist in the development, review and delivery of expert academic and operational instruction in BMD systems; tactics, techniques and procedures (TTP); doctrine; and best practices to fleet personnel. This may include hardware and software configuration. This instruction also includes academic and synthetic training provided to AEGIS Ashore teams that deploy to locations within the USEUCOM area of responsibility (AOR). This instruction may periodically involve travel. * Assist with BMD/ Fleet Synthetic Training (FST) coordination, execution and scenario development and integration of live, virtual, and constructive (LVC) simulations into representative real world scenarios. Provide expert knowledge of the Joint Warfare Training System (JWTS), joint training team (JTT), NWTS and NMETs. * Provide assistance and expertise of Aegis weapon system capabilities and employment in support of BMD training events. * Assist with planning and executing BMD FST At Sea Training events. * Assist with planning and executing AEGIS Ashore Watch Team training and certification events. Qualifications REQUIRED EDUCATION / QUALIFICATIONS / SKILLS: * U.S. citizen with Secret clearance with the ability to obtain Top Secret/SCI eligibility. * Active military duty experience as a Senior Enlisted Fire Controlman (NEC FC-1119 AEGIS Radar System Technician) qualified as a Combat Systems Coordinator (CSC) on an AEGIS BMD ship, knowledgeable in SPY-1 B/D operations, and an expert in the use of programmable wave form energy and radar operations in support of BMD. * Eight (8) years of technical and general Training SME experience (ten years in lieu of degree will be considered). * Four (4) years of applicable Training SME and Functional Area experience (see detailed tasks above) with BMD requirements, specializing in maritime force capabilities. * Must possess proven written and verbal communication skills at the senior executive level, and be able to act independently. * Must be willing to travel overseas and in CONUS up to 10 percent of the time.
