SPECIFIC JOB DESCRIPTION:

DSCA and Cyber Response Analyst supporting the Office of the Under Secretary of Defense for Policy (OUSD(P)), Deputy Assistant Secretary of Defense for Homeland Defense Integration and Defense Support of Civil Authorities (HDI&DSCA).

KEY TASKS INCLUDE:

  • In support of achieving a more secure and resilient nation, you will work with multiple interagency and state partners to formulate and refine policies, frameworks, and plans for responding to disasters including, but not limited to: extreme weather, earthquakes, floods, oil/chemical spills, nuclear/biologic incidents, and physical effects generated by cyber incidents.

  • You will use your technical and organizational skills to coordinate with the interagency and within DoD to provide subject matter expertise on DoDs organization, joint publications, operational plans, and activities related to DSCA as defined in DoD Directive 3025.18, Defense Support of Civil Authorities.

  • You will provide subject matter expertise to the development and implementation of defense support to cyber incident response (DSCIR) in coordination with the Joint Staff, relevant Combatant Commands, Defense Agencies, and interagency partners.

  • During an operational crisis response, you will serve on the DSCA Response Team, providing technical advice and assistance in the development and review of DoD support, to ensure the proper policy and legal employment of U.S. Department of Defense (DoD) resources to support civilian authorities.

DESIRED SKILLS & EXPERIENCE:

  • Ability to produce analytically based recommendations and decision products for senior leaders that represent client-coordinated equities using expertise in federal government planning and response to special events, incidents, and disasters.

  • Ability to rapidly prepare high quality decision support and other written material for senior DoD leaders under tight deadlines.

  • Experience and understanding of the Federal interagency and DoD policy development, exercise development, and staffing processes.

  • Ability to work in a diverse environment to include a mixture of military, civil service, and contractors.

  • Experience and expertise working issues related to national security policy, critical infrastructure protection, or resilience issues at a U.S. Government Department or Agency.

  • Experience and expertise developing and implementing policy for domestic cyber among interagency partners

REQUIRED EDUCATION & YEARS OF EXPERIENCE:

  • Masters degree in a relevant field.

  • At least 8 years experience in fulfillment of tasks outlined above.

  • Top Secret (SCI eligible) clearance required.
