The Integrated Personnel and Pay System-Army (IPPS-A) is the Army project office for overseeing acquisition programs for the department's human capital solutions. IPPS-A is chartered to modernize and integrate more than 30 current Army Human Resource systems for readiness, talent management, personnel management, and pay activities that support 1.1 million soldiers. The team from Chenega Cyberstar is responsible for providing program management support services across the IPPS-A program.

The Defense Finance Accounting Systems (DFAS) Subject Matter Expert (SME) supports the IPPS-A Program Management Office (PMO) by providing adept expertise in financial management operations and their associated systems within the Department of Defense that enable Soldier pay and disbursing services.

Responsibilities

  • Exercises financial management knowledge to review recommendations proposed by subordinate management and technical specialists for soundness and technical adequacy; assesses the overall impact of proposed changes; and develops implementation plans.

  • Perform extensive business process analysis through evaluation of financial systems, policies, procedures, and regulations, ensuring system compliance with those directives.

  • Analyzes stakeholder inputs, refining requirements and translating for Agile work planning & prioritization, and identifying the resource requirements (e.g. skill sets, tools/technologies, and financial management controls and processes) to enable IPPS-A and HR FMD to implement the enabling technologies and interfaces to effectively pay Soldiers.

  • Assists with auditing tasks such as internal control testing (such as FISCAM) and replying to external audit requests.

  • Supports all phases of the System Development Life Cycle (SDLC) while encompassing modernizing, integrating, and transforming systems through project exploration, data conversion, prototyping, testing, development, implementation, and sustainment.

  • Supports the development/refinement of system requirements for complex automated accounting systems from system change requests and user-provided deficiency reports; analyzes and evaluates system architecture and administration.

  • Updates system user documentation including system administration guides, quick references, and help documentation.

  • Participates in analyses to determine the feasibility of achieving requirements given the limitations and constraints of the target IT solution.

  • Provides technical inputs into future capabilities planning regarding technical considerations, constraints, dependencies, and impacts to target timelines.

  • Reviews acquisition policies from a technical perspective and informs on IT impacts.

  • Assists product teams in planning and executing agile development and reporting, including developing dashboards, and reporting metrics, utilizing the development tools (e.g., Jira) to the maximum extent possible.

  • Performs requirements analysis and decomposition and business process reengineering (BPR) activities in collaboration with end users, stakeholders, and engineering representatives to achieve a shared understanding of the objectives and end state to ensure implementation/solution conforms to the requirements.

  • Analyzes user needs, concepts of operations, and high-level systems architecture to develop system requirements; Implements the Department of Defense (DoD) requirements processes through the appropriate application of laws, policies, directives, and guidance.

  • Prepares recommendations with sufficient rationale to advise leadership decisions that enable program success; Understands requirements governance, definition, traceability (end-to-end process), validation, and prioritization.

  • Develop requirements and business process documentation.

  • Contributes to resolving conflicting requirements; Assists in defining performance requirements related to business process implementation and system performance.

  • Identifies risks, issues, opportunities, assumptions, mitigations, and dependencies; Ensures alignment of requirements and BPR activities with overall program schedule, milestones, and required documentation.

  • Other duties as assigned.

Qualifications

  • MA/MS degree or BS with equivalent years of experience.

  • Possesses 15+ years of relevant work experience.

  • SAFe certified (SAFe Agilist (SA) or SAFe Program Consultant (SPC) is desired) or agree to complete training and obtain certification within 30 days of hire.

  • Possesses a professional Financial Management certification (i.e., Certified Defense Financial Manager, Certified Government Financial Manager (CGFM), Certified Government Auditing Professional (CGAP), or Certified Public Finance Officer (CPFO))

  • Possesses working knowledge of defense pay systems including but limited to the following: Defense Cash Accounting System (DCAS), Defense Joint Military Pay System (DJMPS), Defense Disbursing Analysis Reporting System (DDAARS), Account Management and Provisioning System (AMPS), and the Defense Civilian Pay System (DCPS)

  • Possessed expertise in applicable Financial Management controls and policies (e.g. FISCAM) to support design thinking and planning to implement controls effectively.

  • Possess experience with acquisition program management, Agile project management tools and techniques including Design Thinking and Scaled Agile Framework (Safe), and contractor quality and performance management.

  • DOD FM Certification Level 2 (desired).

  • Secret clearance required.

Knowledge, Skills, and Abilities:

  • Shall have proven interpersonal skills and a collaborative management style.

  • Excellent communication skills both verbal and written.

  • Experience as a certified scrum master, certified product owner, release train engineer, or Agile coach (desired).

  • Strong organizational, and time-management skills, able to convey information across multiple customers and corporate audiences.

  • Ability to facilitate larger sessions or events for product planning, etc.

  • Shall have the required skills, training, and experience necessary to use the following software program(s): Microsoft Office (Word, PowerPoint, Excel, and Outlook), and Microsoft Products (SharePoint, Visio, and Project).
