VS&RS is currently looking for a Debris Removal Supervisor.
This person will supervise a team of up to 25 subcontractors and crews as they remove debris in the Wilmington area.
This position is for immediate work in Wilmington.
Must have reliable transportation.
Must be computer literate and able to use Microsoft Excel..
Job Duties.
This job will require long hours and the possibility of being on call while the debris is being removed.
Ensure that only eligible disaster related debris is removed, loaded, and hauled by subcontractors.
* Collect load tickets each day from crews to ensure payment for work completed.
Interface with subcontractors and crew in the field and report to Field Project Manager.
Operate an automated handheld device to record information
Ensure that debris loads are properly contained in the loading container
The following are minimum required skills:
Effective written and oral communication
Ability to learn and follow instruction
Ability to work independently to accomplish tasks with minimal supervision
Must be at least 18 years of age
Must be able to read, write and speak in English
Must have high school diploma, GED, or equivalent
Must have the ability to work in the outside elements for long periods of time (this may include standing outside for the duration of daily debris removal (rain or shine)
Must have a flexible schedule with the availability to work up to 12 hours a day and seven days a week; may be required to work some days in excess of 12 hours
Must be able to travel to various work locations within the recovery area
Must have a valid drivers license and safe driving history
Must have your own working vehicle and cell phone
Must pass new hire and random drug screening
Provide proof of citizenship or authorization to work in the U.S.

Your work as a Field Debris Monitor will make a real difference as you support the Response Team with various tasks, including driving around and following hauling contractors to ensure trash is picked up correctly. Your work will directly impact our ability to help our clients and communities respond and clean up after a storm, enabling us to successfully initiate and deliver projects, and rapidly respond to our clients' needs by having boots on the ground immediately after disaster strikes. We are looking for a self-motivated, responsible and confident individual with a commitment to integrity and the ability to prioritize multiple projects, meet deadlines, and work collaboratively with minimal supervision. Essential Functions The candidate will perform the following essential functions: Daily AM * Report to work on time at designated area and check in with Supervisor. Sign in as necessary. * Meet at staging (muster area). Check for new information, procedures, maps, issues, phone numbers, and any other pertinent information. * Once assigned, proceed to work zone or meet with truck(s) at designated area. * If not assigned, inform Supervisor and wait for assignment. Do not leave staging area without instruction from Supervisor. Field Duties * Act courteously, respectful and professional always with residents, Contractors, County or City officials and fellow employees and managerial personnel. * Meet truck(s) at designated loading or staging site. * Monitor and observe all loading activities of trucks, bobcats, front-end loaders, or other vehicle as instruction by the Supervisor. Confirm that they are loading only storm related debris which is on public rights-of-way or property, and that they are not going on to private property to collect debris. * Get out of your vehicle to observe loading activities. Wear safety vest and hardhat always while out of vehicle. * Remain a safe distance (50 feet) from loading operations and street traffic. Check area for children, downed power lines, unsafe traffic conditions. Report any safety issues or unsafe or reckless Contractor behavior to your Supervisor. * Call Supervisor if you cannot determine debris eligibility or have any questions about policies, procedures, or your responsibilities. * Make sure truck is fully loaded and safe to travel: tailgate is secure, debris trimmed and not sticking out of sides or piled too high to ensure debris not likely to fall off. * Make sure Contractors pick up all eligible debris, and that they clear branches and other debris off roadway and private driveways before moving on. * Fill out load Tickets carefully: accuracy and completeness are critical. Always reference name of the street debris came from and the nearest cross street. Write neatly and hard enough to make sure all copies are clearly legible. Sign all tickets. * Retain bottom copy of load ticket and give the rest to the truck driver. Log the information from the ticket into a ticket log sheet. * Ensure you and the truck driver agree where he/she will be going after disposing of debris. Get their mobile phone numbers and give them your mobile number. * While trucks are in transit to and from the Disposal Site, scout the area for debris and log ineligible piles, update maps of debris collection progress, locate special debris (white goods, stumps, hazardous waste) and log and map. * If bobcats or loader continue to move debris while trucks are away, stay and monitor their activities to ensure they do not go on to private property to get debris. * Record all damages caused by Contractor to private property or public utilities. Call Supervisor to report damages. Daily PM * When Trucks are finished for the day call your Supervisor to report in to designated area. Return to base if not assigned to another truck or task. * Turn in all tickets, logs, maps and field forms. Update master map if required. * Brief Supervisor on day's activities, debris collection progress, issues or problems. * Check for information updates, scheduled meetings, or next assignment as necessary. * Sign out on both the roster and your time sheet. Have Supervisor verify and sign. Preferred Skills and Abilities The candidate should possess the following: * The candidate should possess the following: * Positive, friendly, courteous customer and client skills * Good teamwork and cooperation skills * Ability to follow safety protocols and work instructions at all times * Authorization to work in U.S. without sponsorship * Ability to pass a drug screen, motor vehicle, and criminal background check * Valid State Driver's License * Valid Insurance Card proof of liability insurance * Possess a reliable and dependable vehicle for following trucks * Possess a cellular phone with charger * Able to work as early as 6:30 a.m. to 9:00 p.m., seven days a week during response period; around 12 to 14 hours per day * Able to work up to 75-80 hours per week as needed during response period, including weekends * Ability to climb ladders, trucks, and platforms up to 20 feet * Ability to work in high degree temperatures with high humidly for long periods during the day * Ability to drive and work in areas with disaster and harsh outdoor conditions Education and Experience Requirements The candidate must possess the following education and experience requirements: * Degree: Prefer High School Diploma or GED * Years of Experience: Prior Debris Monitoring experience helpful * Certifications: None required * Other Experience: N/A This position description incorporates the core responsibilities of the job.
