GENERAL SUMMARY

Responsible for leading the administration and compliance of KCATA's civil rights programs across grants, finance, procurement, and planning. Works internally and externally to ensure and determine DBE (Disadvantaged Business Enterprise)/MBE (Minority Business Enterprise)/WBE (Women Business Enterprise) organizational goals. Compliance is directly related to maintaining KCATA's federal funding.

Supports KCATA's state and federal government relations by keeping state legislators and local Congressional staff in the various corridors informed about our projects and services. Make presentations to external groups and organizations. Advise on engagements with government and community relations.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Manages and analyzes contractor compliance against determined Disadvantaged, Minority, Small and Woman-Owned Business Enterprise Programs (M/W/S/DBE) goals and monitors subrecipients, contractors and subcontractors for compliance. Receives, investigates, and makes recommendations on formal and informal complaints. Conducts ongoing audits to ensure compliance.

  • Manages and analyzes KCATA's compliance with areas of Title VI, the Americans with Disabilities Act (ADA), with specific knowledge of 49 CFR Part 26. Receives, investigates, and makes recommendations on formal and informal complaints. Conducts ongoing audits to ensure compliance.

  • Works with buyers to review procurements for DBE participation opportunities. Participates in all M/W/S/DBE goal setting, goal requests, determinations, and / or set asides, and selects proper federal methodology. Gathers and analyzes forecasted projects, determining whether the DBE goal aligns with KCATA's goals, requirements, and mission.

  • Designs and implements monitoring and reporting systems and determines progress toward meeting goals and objectives.

  • Conducts onsite CUF interviews with M/W/S/DBE participants, determines whether corrective action is necessary, ensures FTA standards are being met, and provides guidance to vendors and subcontractors.

  • Represents KCATA and acts as liaison between KCATA's DBE program and a variety of outside organizations, including enforcement agencies, minority organizations, minority vendors, community groups, the Missouri Regional Certification Committee and the Unified Certification Program. Attends meetings, seminars, workshops, classes, conferences, conference calls, and certification hearings.

  • Develops reporting, certifications, audits, and all reporting requirements in timely compliance including Federal Transit Administration (FTA), EEO-1 reports, Title VI Service Equity Analysis, etc.

  • Certifies M/W/S/DBEs. Monitors and processes certification applications. Designs and implements monitoring and reporting systems, including certification and re-certification files. Manages the diversity tracking system.

  • Develop, coordinate, and conduct, as appropriate, company-wide or project-specific training.

  • Manages KCATA's diversity tracking system (B2Gnow) for monitoring M/W/DBE prompt payment, certification, and adherence to requirements and regulations; Certification Management, Goal-Setting, and Online Application Modules in particular.

  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Work may require supervising and monitoring performance for a regular group of employees (1 or more full-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.

FISCAL RESPONSIBILITY

  • Position has limited fiscal responsibility. May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.

MINIMUM QUALIFICATIONS

Required Education and Experience

  • Bachelor's degree from an accredited college or university in Accounting, Business, Finance, or a related field.

  • Three (3) to five (5) years of experience in administration of civil rights compliance programs.

  • 5 years of government relations. (MUST)

  • An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.

  • Ability to make effective presentations to external audiences.

  • Ability to articulate strategic judgement about engagement with elected, jurisdictional staff, and key stakeholders. (City, State, County)

  • Other tasks assigned by the Chief Government and Community Relations Officer and Director of Regional Government and Community Relations.

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledge of:

  • Extensive working knowledge of federal, state, and local civil rights laws and requirements.

  • Disadvantaged, Minority, Small and Woman-Owned Business Enterprise Programs (M/W/S/DBE).

  • Federal Transit Administration (FTA) grant management requirements, laws, and regulations.

  • Small Business Administration regulations and guidelines.

  • Specific knowledge of 49 CFR Part 26.

POSITION TYPE AND EXPECTED HOURS OF WORK

  • Will work in a normal office environment. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations.

  • Monday through Friday 8am until 5pm

  • Occasional abnormal hours are expected and required for specific events and to reach all employees.

TRAVEL

  • Occasional travel within the metropolitan is required.

WORKING CONDITIONS & PHYSICAL DEMANDS

  • This position is relatively free from unpleasant environmental conditions or hazards and is generally sedentary. Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
