This position oversees the analytical, technical, and administrative coordination of the Information Management system. Performs statistical analysis used in management decision processes to support budgetary requests, code refinement and evaluation.

  Provides professional and technical service involving the analyses of all database systems, data capture methods, data quality, data integrity and overall system usage. Analyzes current practices and educates user to improve quality.

Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

Additional compensation based on licensure.

Oversee, maintain, and troubleshoot the Enterprise Asset Management/Work Order system for the Department of Public Works.

Develop, maintain, and troubleshoot database-driven reports for the Enterprise Asset Management/Work Order system as needed.

Work with management to develop consistent policies and procedures related to the use of the Enterprise Asset Management/Work Order system by staff.

Assist in maintaining and updating Geographical Information System (GIS) data and ensuring its accurate integration with the Enterprise Asset Management system.

Assist in performing statistically based business analysis as needed by management.

Perform system administration, including supervision and review of system to assure consistency with input criteria and other requirements insuring the consistent, efficient, and effective application of the system.

Design programs and applications through the use and study of data requirements, setting up data layouts, and output formats.

Administer and maintain the integrity of sensitive information.

Act as IT liaison for resolving issues with applications and/or computer related problems.  

Design, create, and maintain SharePoint and Internet web site.

Create and facilitate training and technical assistance for staff on new and current applications of system.

Supervision and coordination of EM2000 system for Departmental EOC during emergency alert situations.

Bachelor's Degree in database management, business, finance, or related field with one (1) or more years of experience with database systems; or five (5) or more years of progressively responsible experience with database systems.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Must possess and maintain a valid Florida Driver's License.

Must be able to effectively and professionally communicate both orally and in writing with County employees, vendors, and others.

Must be able to analyze and evaluate data and assist management in producing business recommendations based on this data.

Ability to organize work around broad organizational goals and processes, with supervision through regular meetings.

Must possess to ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.

Must possess the ability to perform work that encompasses advanced technical, scientific, legal, or mathematical concepts.

Must possess the ability to work in a responsive environment where co-workers or citizens present problems for resolution.

Extensive knowledge of standard practices associated with programming, modifications, applications and maintenance of Asset and Maintenance Management Systems, including detection of errors and performance of corrective actions.

Ability to prepare clear and effective planning analysis, document and report preparation and general information management.  Operate database and preparation of reports for FEMA, NRCS and FHWA.

Represent the County in meetings with consultant, as well as various Government agencies in the set up and application of the Asset and Maintenance Management Systems.

Must have a solid and comprehensive understanding of database systems and concepts and of the SQL language.

Must have experience with one or more database reporting systems (SSRS, Crystal Reports, Jasper Reports, etc.) and the ability to design and layout reports in a competent and professional manner.

Must have a good working knowledge of Microsoft Excel and other Microsoft Office applications.

Working knowledge of the ArcGIS system is preferred. Experience in at least one scripting language (PowerShell, VBScript, Python, etc.) is preferred. Understanding of JSON APIs/Web services is preferred.
