Minimum Qualifications of Candidate

The Department is seeking a Database Administrator professional with the following minimum qualifications (these qualifications must be clearly stated on the resume and verifiable via reference checks):

  • Bachelor's Degree

  • 6+ years of experience with MS SQL products inclusive of MS SQL 2008

  • Experience as MS SQL Database Administrator inclusive of data design/modeling, monitoring, and performance tuning.

  • 6+ years of experience with SQL programming inclusive of stored procedures, functions, triggers, DTS packages, scheduled jobs, and linked servers.

  • 6+ years of experience with SQL relational databases, OLTP and DSS, serving in high performance, service oriented, multi-tiered environments.

  • 6+ years of experience in enterprise level change management best practices, serving in a code promotion role in partnership with development team.

  • 6+ years of experience in enterprise level Web application server system administration, monitoring, troubleshooting, and performance tuning.

  • Proficiency with Microsoft Word, Excel, Visio, Project, and PowerPoint.

  • Experience with Project Management (Standards, Best Practices, Terms, Tools) is desired.

  • Ability to work well in a team environment with education and technology solutions.

  • Demonstrated experience with implementation projects with the following characteristics:

  • High-profile

  • Multiple technologies and functions

  • Experience working in state government.

  • Excellent verbal and written communication skills.

  • Ability to communicate effectively with technical and user staff.

Deliverables/Tasks

The Database Administrator key deliverables include, but are not limited to, the following:

  • Assists in developing specifications and the overall planning and management of projects.

  • Meets with leadership to provide status reports on a weekly basis and provides monthly written reports which will include accomplishments, areas of concern, and recommended solutions.

  • Communicate project progress and information to team, sponsor, stakeholders, and legislative body as appropriate.

  • Ensures technical direction and standards are being followed.

  • Develops project plans and measures actual progress against the plans.

  • Assures that project documentation includes the project plans, budgets, risk plans, communication plans, change control logs, and reports.

  • Demonstrates an understanding of tactical goals and effectively participates in the development and implementation of business solutions.

  • Manages project risk through comprehensive mitigation assessment and planning techniques.

  • Manages change control within the projects.

  • Obtains sponsor approval for changes to scope, budget, and schedules that affect the critical path.

  • Written documentation showing testing and verification of modifications to ensure that objectives are met.

  • Note: The staff augmentation consultants are required to be off the week of Christmas and New Year unless services are required with prior approval from division leadership. Please ensure that your candidates are aware of this prior to submitting them for this proposal.

Performance Criteria (evidence of completion)

  • The Contractor shall possess the professional and technical staff necessary to perform the services required by this contract and the staff shall have sufficient skill and experience to perform the services assigned to them.

  • All the services to be furnished by the Contractor under this Contract shall meet the professional standard and quality that prevail among professionals in the same discipline and of similar knowledge and skill engaged in related work throughout Florida under the same or similar circumstances. The Contractor shall provide, at its own expense, training necessary for keeping Candidate staff abreast of industry advances and for maintaining proficiency in equipment and systems that are available on the commercial market.

  • The contractor shall render services identified by the Department and shall be paid upon completion of each delivery.

  • Contractor shall maintain during the term of the Contract all licenses, permits, qualifications, insurance, and approvals of whatever nature that are legally required to perform the management consulting services.

  • During the term of this Contract, Contractor shall be responsible for ensuring its employees, agents, and subcontractors, whenever on the Department premises, obey and comply with all rules, policies, and any other standards and procedures which must be adhered to by the Department's employees and vendors.

  • The Contractor will send invoice and signed timesheets to the Department contract manager at-the end of each month.

  • Monthly reports on progress and work performed will also be sent to the contract manager each month.
