Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position expected to last 4 years.

GENERAL PURPOSE:

Under general direction, is responsible for the monitoring, integrity, and security of assigned Agency databases; performs database backups and disaster recovery; monitors SQL servers and databases and provides research, analysis, and troubleshooting; assists with designing and creating new databases; and data modeling and optimization to improve database performance.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Validates completion of database scheduled backup jobs by reviewing the backup logs; ensures the backup strategies are implemented based on the appropriate data repository business need; performs ad-hoc SQL backups before and after making changes to the databases to ensure database recoverability; creates a Disaster Recovery plan and follows the processes identified in the plan by periodically testing database restores to ensure that backups are viable.

  • Reviews SQL Server and Windows Error logs, Alerts, SQL Server Agent and Database Mai to identify any upcoming issues and resolve by coordinating work with other IT teams; performs 24/7 operational support of key Agency database systems; troubleshoots database performance issues using Internet resources, performance monitor, profiler and other SQL tools; resolves issues by testing changes in test/development environment; implements changes to the production systems based on change management process; establishes and maintains high database stability, performance, accuracy and redundancy; creates databases required for new applications and removes obsolete databases using standardized process; regularly validates completion of SQL jobs and maintenance plans to proactively ensure databases integrity and optimization; and troubleshoots and corrects issues with the failed SQL Jobs in a timely manner.

  • Implements the best practices for administering security on SQL Server and databases to ensure minimum permissions are assigned to database users; designs and maintains data security models to protect core business databases from unauthorized access; and performs routine clean-up and security audit on all SQL Servers by following procedures and documenting changes.

  • Applies transactional-SQL coding for database monitoring, data refreshes, and promoting developer code to production; develops, implements, administers and maintains Agency's scripts, stored procedures, triggers, ETL (exact, transform, load) and SSIS (SQL Server Integration Services) packages; extracts, transform, and load (ETL) data between databases and between servers; participates in database design (preliminary stage) to help development team with special performance considerations.

  • Installs and upgrades SQL Server software, required for new or existing applications, using installation standards documentation; regularly checks with the Microsoft regulations and applies Microsoft security updates and Service Packs to be compliant with the vendor specifications going through the change management process; makes changes to the existing SQL Server hardware configurations when needed to improve the database performance; works closely with the other Informational Technology teams using the change management process to implement the change.

  • Performs capacity monitoring against all SQL servers and databases, including database files, to ensure the appropriate disk and file space is available for future growth; assists with capacity planning to ensure database stability and scalability; cleans-up the obsolete files and folders with approval of other IT teams to free space on the SQL Servers.

  • Documents any changes to the databases, backups, and jobs; develops and maintains the policies and procedures describing standard processes applied for SQL Server installation, Disaster Recovery, Security, and Maintenance Plans; and prepares clear and concise technical reports for management.

  • Provides support to the division/department on matters as directed; serves as staff on a variety of committees; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelors Degree in Computer Science, Information Technology, Business Information Systems, or closely related field and five years of information technology experience that includes administration of production SQL Servers, database administration and development experience; OR an equivalent combination of education and experience.

  • Pertinent federal, state, and local laws, codes, and regulations.

  • English usage, spelling, grammar, and punctuation.

  • Principles of business letter writing and basic report preparation.

  • Principles of customer service.

  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.

  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

  • Applying proactive SQL Server management techniques to ensure "health checks" of running servers.

  • Developing SQL and other types of scripts, stored procedures, triggers, ETL, DTS and SSIS packages, schedules, publications, and subscriptions.

  • Updating, patching and upgrading Agency databases to maintain supportable, high availability systems, database stability, performance, accuracy and redundancy.

  • Developing, implementing and monitoring database security.

  • Performing preventative maintenance on Agency databases to maintain data security and integrity.

  • Adhering to technical standards and processes.

  • Data gathering and analysis abilities.

  • Demonstrating a positive customer service orientation with both internal and external clients.

  • Responding to general inquiries and in effective oral and written communication.

  • Working cooperatively with other departments, Agency officials, and outside agencies.

Physical Demands / Work Environment:

  • Work is performed in a standard hybrid office environment.

  • Position is responsible for creating visuals such as charts, graphs, etc; may be subject to seeing.

  • Position is responsible for performing patches during occasional off hour times including nights and weekends.
