Position Information

A Data Processing Systems Analyst II designs and develops electronic data processing systems and procedures for functionally distinct activities of an organization where a variety of problems and processes, some of which are complex, are involved; analyzes and evaluates operating methods and practices relative to the information needs of specific programs and activities; develops plans for the implementation of recommended systems and procedures; and performs other related duties as required.

Current Vacancy Information:

There are two vacancies with the Honolulu Police Department, Information Technology Division. Under the direction of the Data Processing Systems Analyst in the Data Processing Section, the Data Processing Systems Analyst II performs tasks necessary to install, maintain, analyze, design and improve the systems and procedures of the department's electronic data processing and computer systems. Duties include but are not limited to the following:

  • Performs a variety of database related systems development tasks including analysis of user requirements and system design, modification, implementation, and maintenance.

  • Responsible for the collection, preparation, and statistical analysis of crime incident and other information; development of reports and presentations for both internal and public use.

  • Works to ensure the operating systems and all related software and hardware components operate efficiently and to provide the necessary service to all who utilize the system.

  • Assists the senior analysts to provide the technical recommendations, assistance and support to other divisions within the department.

  • Maintains working understanding of Microsoft applications.

  • Oversees shift operations, in the absence of senior staff.

Special Work Requirements: May be called in during emergencies; must be able to work standby rotation; may work shifts, weekends, overtime, and holidays; move computers and equipment up to 50 pounds, work with high voltage, electricity, and wiring.

Work in confined and sometimes dark spaces for troubleshooting equipment. May be required to perform work at more than one location during a work shift; must have access to automobile to travel to various work sites island-wide with minimal advance notice.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited college or university with major work in Computer Science, Public or Business Administration, Accounting, Mathematics or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Verification Requirement: You must submit evidence of your Bachelor's degree in order to be given credit.

Substitution: Work experience may be substituted for a bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

EXPERIENCE REQUIREMENT:

Two years of experience in the analysis of operating practices, methods, and procedures, one of which shall have involved the conduct of feasibility studies and the analysis and design of systems for the electronic processing of data.

Substitution:

  • A Bachelor's degree in Computer Science or MIS from a regionally-accredited four year college or university may be substituted for six months of experience in the analysis of operating practices, methods, and procedures.

  • A Master's degree in Computer Science or MIS from a regionally-accredited four year college or university may be substituted for one year of experience in the analysis of operating practices, methods, and procedures.

There isNOsubstitution for the one year of experience which shall have involved the conduct of feasibility studies and the analysis and design of systems for the electronic processing of data.
