Join us as the Data Management

  • GIS Team Supervisor in the Center for Analytics, Informatics, and Modernization at the Office of Innovation & Technology. In this role, you'll lead and mentor a dynamic GIS team, pioneering the agency's Geographic Information System initiatives. Your expertise in GIS principles and methodologies will be crucial as you oversee data analytics, conduct complex spatial analysis, and craft bespoke GIS visualizations to inform strategic decisions.

You will architect and maintain enterprise-wide applications, solving intricate data challenges while collaborating closely with data analysts, specialists, and scientists. Your leadership will extend to supervising IT Application Development and Data Management staff, ensuring seamless integration of GIS solutions with agency operations. With authority to implement innovative solutions throughout the data management lifecycle, you'll play a vital role in shaping our strategic direction and fostering a collaborative approach across diverse support groups. Responsibilities:

  • Supervise and manage a staff of IT professionals, ensuring effective service delivery and overhead operations.

  • Hire, train, mentor, and coach subordinate staff to maintain a skilled and motivated team.

  • Develop and maintain detailed position descriptions for all team members.

  • Write performance expectations and Performance and Development Plans (PDP), conduct evaluations, and review productivity reports.

  • Track and approve staff leave, ensuring accurate timekeeping and attendance records.

  • Ensure staff completes mandatory agency training and identify additional training needs.

  • Interview and recommend employees for new positions; mediate staff conflicts and recommend disciplinary action when necessary.

  • Assign, direct, and evaluate work to ensure quality standards and adherence to processes and procedures.

  • Manage staff workload by prioritizing service requests and tracking task completion within specified timeframes.

  • Forecast, plan, and recommend appropriate staffing levels to support current and future systems.

  • Enforce project schedules and deadlines, ensuring staff meet expected deliverables and outcomes.

  • Foster teamwork, professional behavior, and continuous process improvement among staff.

  • Oversee, monitor, and direct all team operations regarding software/application development, data analytics management, and system maintenance.

  • Plan, delegate, and manage the implementation and deployment of enterprise GIS projects.

  • Evaluate team processes, promote process improvements, and ensure adherence to best practices.

  • Review and approve products developed by the GIS team, ensuring they meet DOH standards for security, accessibility, and data privacy.

Required Qualifications and Experience:

Your experience must be from full-time professional work and may have been gained concurrently. Additional years of experience can substitute for educational requirements on a year-for-year basis. You must meet one of the following qualification options and experience criteria.

Required Qualifications:

Option1: 

  • Eleven (11) years of experience in one or more of the following IT disciplines: data analytics, data science, GIS systems development, systems analysis, database management.

Option 2: 

  • An associate degree or higher in Information Technology program or a closely related field
  • 9+ years of experience in one or more of the following IT disciplines: data analytics, data science, GIS systems development, systems analysis, database management.

Option 3:

  • A bachelor's degree or higher in Information Technology program or a closely related field 
  • 7+ years of experience in one or more of the following IT disciplines: data analytics, data science, GIS system development, systems development, systems analysis, database management.

Required Experience

  • 2 or more years of IT supervisor or team lead experience

  • Two (2) years of experience working with ESRI's, ArcGIS Enterprise software, or ArcGIS Online (Note: This experience must be explicitly detailed in your application materials to be considered for this position).

Preferred Skills and Experience:

  • BA degree in Computer Science, Management Information System, Informatics, or closely allied field (Engineering/Mathematics)

  • 4+ years of experience working with ESRI's ArcGIS software.

  • Demonstrated experience providing data analytics.

  • Demonstrated experience working with Microsoft's Power BI or Tableau software.

  • Demonstrated experience working with ESRI's ArcGIS Enterprise software or ArcGIS Online.

  • Demonstrated experience working with cartographic principles and practices

Location and Flexibility

We value work-life balance and offer the convenience of remote work with occasional in-person collaboration opportunities. This is a remote position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border. Attending events or working In-office is rarely required and would be scheduled in advance at the DOH office located in Tumwater, WA.
