The Data Management Analyst Senior position performs and/or provides leadership, coordination, and direction to department staff in the analysis and reporting of statistical data related to Business Unit and/or department performance measures, costs, budget and/or other specialized data; assist in the development and implementation of special projects related to cost control, competitive research and other strategies. Serves as technical resource to department and other personnel on all dimensions of research, troubleshooting, workflow software platforms like SharePoint, Graphical Information Systems (GIS), advanced distribution system model health, performance measurement, and/or budget development.
BS degree in Business, Engineering, Math or related field and three years of experience in energy performance statistics, power cost factors, and cost/budgeting; or an equivalent combination of education and experience; requires strong working knowledge of one or more of the following: budget and forecast techniques, power system operations and maintenance factors, plant performance statistics and power production cost factors; possess comprehensive technical knowledge of power plant operation, APS accounting and/or computer systems and the ability to apply this knowledge in proven analytical skills/methods; posses human relations skills, in addition to strong communication skills to present technical and complex information in a clear and understandable manner; knowledge of FERC and ACC regulations is preferred for some positions.
Coordinate, plan, organize, and prepare various performance and cost analysis for Business Units/departments. Provide analysis and interpretations of complex cost and performance issues. May include recommendations related to energy reliability and availability.
Lead competitive research studies, develop and present recommendations to management. Perform competitive research, analyze industry, competitor and APS data.
Provide advice, leadership and support to others on one or more of the following: all dimensions of research, performance measurement, budget development and administration, as well as training when necessary.
Develop and maintain the APS performance database systems to maintain the highest standard of data integrity; to include the training and advice to performance database coordinators on performance statistics issues and software upgrades.
Develop, analyze and recommend alternative operating scenarios to reduce cost; analyze production cost variables through the conduct of economic studies.
May analyze, plan, coordinate and administer the development of the budgeting activities for all Business Unit/department.
Research, analyze and develop white papers and presentations of industry performance and APS data for use by management in delivery to a variety of audiences.
Analyze and provide recommendations to upper management on cost/budget related issues, which may include those pertaining to utility accounting and competitive strategy considerations.
Complete and file periodic reports to Federal and State agencies and other utilities related to APS energy performance measures.
May train other Analysts and field personnel on data analysis techniques and processes.
Works on problems of diverse scope where analysis of data/research of industry and performance trends requires evaluation of a broad range of factors and data issues; exercises judgment within industry defined practices and policies in selecting methods and techniques for providing solutions. May serve as technical resource to other staff members in developing analysis, developing best presentation of data, and in resolving inconsistencies with performance, cost data.
