Non-exempt; full-time; 40 hours per week; 7:00 a.m. - 4:00 p.m.; full-benefits

This is an administrative position within the Records Section of the Frederick County Sheriff's Office, primary responsibility is acting as the CJIS security contact and maintaining compliance of CJIS rules and regulations. Other responsibilities include, and daily validation of incident reports. Supervision is received from the Records Section Supervisor.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Act as CJIS security contact

  • Oversee and train Law Enforcement Bureau, Corrections Bureau, Courthouse, Emergency Communications, State's Attorneys Office, and other outside agency personnel in the use of the CJIS computer system; ensure personnel receive proper CJIS training

  • Participate in and prepare NCIC data for bi-annual CJIS FBI and State of Maryland audits

  • Maintain and provide budget recommendations for CJIS computer training lab equipment

  • Ensure entries are complete, accurate and in compliance with CJIS rules and regulations

  • Act as Terminal Agency Coordinator, Site Security Coordinator and Local Agency Security Officer with Maryland State Police and Department of Public Safety

  • Perform a monthly CJIS audit to ensure accuracy and completeness of CJIS warrant, protective order, missing and unidentified person, and stolen property computer entries

  • Read and review all I/Leads incident reports and supplements that contain NCIC entries

  • Process firearm denial information received from the FBI for individuals who are attempting to purchase a firearm and are prohibited from doing so

  • Provide the FBI with a Criminal Background Check on individuals under the age of 21 (but over the age of 18) who are seeking the transfer of a firearm through a Federal Firearms Licensee with relevant juvenile information under the Bipartisan Safer Communities Act

  • Communicate with victims of crimes of theft, through letters and phone calls

  • Provide relief support for duty desk personnel and other positions within records as needed

  • Handle cash transactions of fees collected for report copying

  • Maintain inventory of all citations books to include supply ordering

  • Perform various other duties as assigned

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Minimum age 21 years

  • Associate's degree

  • Minimum 3 years electronic organizational performance analysis / data management work experience

  • Intermediate skills in MS Office Excel

  • Possession of a valid automobile operator's license

KNOWLEDGE / SKILLS / ABILITIES:

  • Ability to maintain County Authorized Driver privileges

  • Knowledge of local, state, and federal regulations relating to security and privacy

  • Knowledge of federal, state, and local law enforcement agencies and their functions, jurisdictions, and procedural and operational relationships to the police records function

  • Knowledge of departmental structure, organization, procedures, and practices of a police records bureau, particularly with respect to collection, indexing, maintenance, and utilization of crime and criminal records in manual and automated systems

  • Knowledge of and ability to effectively use the I/LEADS Records Management and NCIC/METERS systems

  • Knowledge of the organization, records systems, office procedures, and practices of the Records Section

  • Ability to effectively organize and manage office functions including budget preparation and management, personnel selection, training and evaluation, preparation and maintenance of statistical data and reports, etc.

  • Ability to manage various assignments; and plan, organize and prioritize workload and schedules to meet Office needs

  • Strong and effective spoken and written (English) communication skills, including all of the following:

  • Effective proof-reading/verification skills with strong attention to detail;

  • Ability to effectively present system training to large groups of sworn and civilian staff; and

  • Ability to effectively function as CJIS system liaison between vendor and system users

  • Ability to work with confidential matters and sensitive/personal information and maintain appropriate confidentiality

  • Ability to develop and maintain effective working relationships with co-workers, vendors, system users and the general public

  • Ability to effectively organize work, determine priorities and complete assigned duties with minimal supervision

PREFERENCE MAY BE GIVEN FOR:

  • Experience working in law enforcement, dispatch, or public safety

  • Experience maintaining compliance of CJIS rules and regulations

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to frequently sit, walk, reach, and perform repetitive motions; occasionally climb and lift up to 20 pounds; and rarely lift between 20-50 pounds, push and pull up to 40 pounds, and drive

  • While working in this position, the employee is required to constantly work indoors; and rarely work outdoors

ADDITIONAL INFORMATION / EXAMINATION PROCESS

  • Ability to provide own transportation to training sessions, meetings, etc.

  • This position is non-essential

  • This position is subject to random drug testing to include marijuana

  • When considered under the Frederick County Employees Retirement Plan, this position is designated as "non-uniformed"

  • Secondary employment will not be approved for FCSO personnel until successful completion of probationary period

  • Candidates who were previously rejected for FCSO employment may reapply for consideration, however those declined for reasons which assure another rejection will not be reconsidered

EXAMINATION PROCESS (may include):

  • An evaluation of training and experience

  • Job related office skills testing

  • One or more interviews

  • A pre-employment background investigation conducted by the Frederick County Sheriff's Office

  • A pre-employment physical examination and drug test to include marijuana
