Job Description:

The Data Governance Manager - Quality Assurance (QA) Oversight Lead position is an integral role on the newly formed Centralized QA Team within the Enterprise Data Strategy, Governance and Operations organization. The job is responsible for assessing the quality of adherence to the Data, Records, Regulatory and Risk Reporting Policies across the Enterprise. The job will cover either External Data Transmission Standard within the Enterprise Data Policy or the Regulatory Reporting Policy.

Key responsibilities include:

  • Ensuring quality assurance reviews are well designed, adequately prepared for, and executed flawlessly

  • Serving as the subject matter expert for respective policy and/or standard

  • Ensuring scripts are well constructed to focus on quality, sampling methodologies are sound and well documented, communication with stakeholders is clear and effective, and reporting is complete and accurate

  • Working closely with the Policy Owner to deeply understand the policy requirements and provide lessons learned and feedback; the FLU/CF Data Executives and Process Owners to understand their business and governance structures; and with Control Partners to clearly articulate the plan, QA strategy, and methodologies

  • Managing contractors, Global Business Services (GBS) teams, and resources to ensure test cases are completed, issues are escalated as needed, and overall successful execution of QA

  • Collaborating effectively with other QA Oversight Leads to drive best practices and optimal QA Processes across the multiple Policies and Standards in scope for the Centralized QA Team

  • Leading status updates and tracking tasks in enabling QA tools/technology

  • Reviewing technical documentation, identifying control gaps, and escalating findings to stakeholders

  • Developing high quality deliverables with clearly articulated executive summaries and key messages

  • Other responsibilities include observation management, defining business requirements for enabling QA tools, and process optimization

Required Skills:

  • Quality assurance, risk, or audit experience either for a policy or a data management function or equivalent

  • Ability to perform scope assessment and reporting for quality assurance - from scoping, identification, creating QA plans, leading kick-off meetings with stakeholders, performing inquiries and follow-ups, all the way to reporting and presenting results

  • Strong project management skills - experience tracking tasks in enabling QA tools/technology

  • Strong relationship management skills and executive presence to engage with FLU/CFs and senior data executives (i.e., lead testing kick-off meetings and reporting to stakeholders)

  • Advanced skills in excel for QA scripts that requires deep analysis, reporting of results, and PowerPoint for curation and presentation of results, approach, and plans to senior leaders   

Desired Skills:

  • Experience in authoring and writing quality assurance scripts and with testing documentation and/or issue resolution management.

  • Experience in analyzing POP for data-related processes and controls, familiarity with data management.

  • Familiarity with Bank of America enterprise data management tools

  • Understanding of Data, Records, Risk and Regulatory Reporting Policy and Standards, and BCBS 239

  • Experience supporting audit and compliance requests.

  • Experience with applying techniques for monitoring and improving the quality of any aspect of a function, processes, products, services, or data.

  • Experience with providing advice on the application of appropriate quality management techniques.

  • Application QA requires basic skills of SQL and database understanding, reading SQL query and be able to connect the dots of query outcome

  • Previous Named Data Role experience preferred
