Job Responsibilities
  • Compile and enter relevant data into correct fields quickly and accurately.
  • Verify accuracy and completeness of information.
  • Comparing with source data and modifying fields as needed to fix errors or supply omitted information.
  • Maintain detailed and accurate logs of daily work, including a list of source material, the quantitative amount of information entered, reports of any errors or inaccuracies, and recommended modifications to goals.
  • Write marketing blogs to make it easier for prospective customers get accurate information quickly.

Are you interested or experienced in identity or master data management? Do you enjoy the more technical aspects of managing data using your critical thinking and creative problem-solving skills? The Center for Educational Performance and Information's Strategic Program Unit is recruiting to fill a Departmental Analyst 9-P11 position to focus on unique identity management and application security for educational information. You must have a high sense of curiosity and strong desire to apply technical skills to troubleshoot problems and address new initiatives. You will coordinate the processes that assign unique identification codes (UICs) to over two million child/student records and several hundred thousand staffing records in the state education system. You will also coordinate efforts to further integrate CEPI education records into external records, as well as organize CEPI migrations to a new, single sign-on protocol across applications in concert with state agency partners. Ideally, you will possess a concentration of college courses in statistics, logic and analytics, as well as information management systems. Position Focus: The Strategic Program Analyst supports CEPI through master data management integration concentration in education data including identity and application security and data technical integration practices. These practices are performed employing project coordination, quality assurance, data governance and metadata methods. Project Coordination * Coordinate and oversee all maintenance activities associated with assigning unique identification codes (UICs) to children and students, and personnel identification codes (PICs) to educational personnel, from PK through postsecondary. * Coordinate UIC integration efforts, including extensions into workforce data and integrations with other state agencies as defined through data sharing agreements (DSAs). * Coordinate UIC and PIC web service integrations with external stakeholders including regional PK12 data hubs and state education providers, e.g. Michigan Virtual University. * Coordinate transition of CEPI applications to enterprise single sign-on protocols, and development of the public web/portal security layer. * Coordinate engagement with the enterprise Master Person Index (MPI) protocols, including analysis of matching results using this protocol as compared to internal matching protocols. * Coordinate education data integration leveraging web services/application programming interfaces for internal/external stakeholders data use. Quality Assurance * Perform UIC maintenance functions by reviewing/processing UIC related requests and evaluating the UIC master database data quality. * Analyze current maintenance activities related to the UIC and PIC work to further understand where matching and linking protocols may require optimization. * Analyze and help resolve UIC and PIC issues raised by internal CEPI staff, school districts or external stakeholders. * Analyze application and interoperability security configurations to assist with security reviews and enhancements. * Oversee periodic mass linking processes to bring increased levels of quality to the UIC. * Provide input on MPI result-sets to increase quality of results when matching records across agencies in accordance with approved DSAs. * Perform business related data integration testing of new / updated services. * Analyze data integration service results to evaluate data integration use for improvements. * Utilize data analysis tools such as SQL to analyze result-sets that are queried from large educational databases and usage logs. Data Governance * Engage in data governance conversations with other stakeholders as it pertains to individual record-level matching with child, student or staff level data as well as data integration practices. * Assist with drafting MOUs and DSAs related to agreed-upon, record-level matching initiatives. Metadata * Utilize Ed-Fi Data Standards, Common Education Data Standards (CEDS) aligned, to enable interoperability among secure data systems such as web services for UICs and MPI processes as well as cross system data integration points. * Maintain manuals, user guides, business rules/metadata specifications and xml schemas related to the assignment and maintenance of student and staffing identifiers (UIC and PIC) in additional to data integration services. * Create and conduct UIC and PIC training, webinars, and communications with educational entities to ensure consistent use of UIC and PIC metadata. * Create and conduct data integration services training, webinars and communications with stakeholders. * Analyze data integration, identity and security enhancements against existing or proposed metadata compliance. * Required Education and Experience Education Possession of a bachelor's degree in any major. Experience Departmental Analyst 9 No specific type or amount is required. Departmental Analyst 10 One year of professional experience. Departmental Analyst P11 Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.
