SAICsupports the mission of the Director of Defense Research and Engineering for AdvancedCapabilities (DDRE(AC)) in the new Office of the Under Secretary of Defense for
Research and Engineering (OUSD(R&E)).
Ourcustomers require a broad range of people, processes and technologies to assistin fulfilling their new Mission Engineering and Integration/MissionEngineering/Systems Engineering, and Assistant Directors (ADs) for TechnologyModernization roles and responsibilities.
Weseek an on-site data analyst lead directly supporting the Director for SystemsEngineering [seehttps://www.acq.osd.mil/se/]. The on-site dataanalyst lead will work with a team of SAIC reach-back data science /architecture subject matter experts to help our customer achieve a number of data-centricgoals:
Implement Digital Engineering ecosystem within USD(R&E) developingcurated models, data, and processes
Conduct trade space analysis on missions, portfolios, systems and family of systems (to include architectures), and technologies
Support the development of policy and best practices andworkforce; focus areas include DE (to include data & models), Modular OpenSystems Approach, Software, and technology areas
Support Independent Technical Risk Assessments of weapon systemsand technology areas
Successful candidates will have deep data science /analysis background within a DoD acquisitions context. You will use your knowledge to learn andapply data analysis practices in the areas of Systems Engineering to improvethe lethality of the United States' most advanced military technologies.
Job responsibilities, include, but are not limited to:
Data requirements definition (specifying the dataneeded and the form); collect, store, manage data; data cleansing (gettingnon-normal form data into something that you can use)
Data analysis to include development of interimand final products
Charts: time-series, ranking, frequencydistribution, correlation
Statistics (e.g., finding average, mean,deviation), regression analysis, hypothesis testing (T-tests)
Analysis to answer specific questions(what is the average length of an ACAT I EMD program?)
Contextualization (does a particular
Service have more risks than the others?)
Filter/bin data (which programs haveexperienced a Nunn-McCurdy breach? Which programs use Agile development?)
Use of various data analysis tools toinclude Excel, R, mini
Data visualization using COTS products toinclude Qlik, Tableau, and Excel
Lead for development and implementation ofdata analysis internal processes
Develop and/orprovide data analysis input and recommendations to abstracts, briefs,information papers, and whitepapers
Bachelor's degree in an engineeringdiscipline or related field with at least 5 years of job experience post degree.
2 years of experience working in thedefense acquisition community (industry, military, Government civilian, orcontract support); familiarity with DoDI 5000
1 year of hands-on experience with senior customer relationshipmanagement
Demonstrated experience with various dataanalysis techniques (e.g., data mining, cleansing, visualization) and tools (e.g.,Excel, R, mini
Systems Engineering initiatives
Excellent customer service skills, with advancedunderstanding of customer relationship building
Current,active Secret clearance required.
