This role is responsible for reviewing and analyzing the data infrastructure of the County as well as developing data sharing standards and agreements; developing data governance policies; planning future databases; implementing data storage and management solutions; drafting data management frameworks to meet business and technology requirements; and ensuring data security and compliance with regulations.

We are currently recruiting to fill one full time vacancy. Remote work is permitted but onsite work in Santa Barbara, CA is required when needed (travel expenses are not included). Employees of the County typically must reside in California.

Examples of Duties

  • Identifies strategic data requirements for the County; defines data governance policies, data governance strategies, data management processes and procedures, and data protections.

  • Researches and creates policies and procedures regarding data system and database standards, security, and maintenance.

  • Collaborates and builds strong partnerships with a variety of internal and external stakeholders (County departments and commissions, Board of Supervisors, etc.) regarding developing and carrying out data sharing, reporting and analytics strategies.

  • Prepares technical, administrative, and other reports and presentations for organizational leadership to use in a business setting. Presents written materials and reports in a manner understandable and appropriate to the intended audience.

  • Translates business requirements into databases, data warehouses, and data streams; develops and documents data access requirements and strategies. Defines, implements and documents technical requirements including data definitions, data structures, operational guidelines.

  • Analyzes, plans, and defines data architecture frameworks, including security, backup and recovery, data capacity, reference data, metadata, and master data.

  • Performs technical and administrative research, development, design implementation, and evaluation of the County's automated data systems.

  • Creates procedures to ensure data accuracy and consistency, data integration, adherence to data standards and governance policies, and accessibility.

  • Researches, recommends, implements, and maintains new database management systems and system upgrades, including system design, feasibility studies, cost estimates, impact analysis, database security, data conversion, and reduction of redundant data.

  • Designs, develops and implements data collection and reporting systems and other strategies that optimize efficiency and data quality while also integrating with other activities.

  • Manages the design and production of data products and data systems that provide information and data analysis and reporting tools.

  • Acts as the subject matter expert for data analytics and data reporting initiatives.

  • Migrates data from legacy systems to new solutions as needed; ensures new data systems adhere to established data architecture frameworks.

  • Troubleshoots and integrates new elements and system upgrades; monitors and evaluates database performance.

  • Builds and maintains positive working relationships with co-workers and other County staff.

  • Performs other related duties as required.

Employment Standards

  • Completion of 24 quarter/18 semester units of college-level courses in the principles and methods of systems analysis, systems design, computer program design, computer programming using a language utilized by the hiring department, and information system technology; and four years of increasingly responsible applications analysis experience for the type of business application and computer environments used by the hiring department; OR,

  • Two years of experience as an EDP Systems and Programming Analyst II with Santa Barbara County for the type of business application and computer environments used by the hiring department; OR,

  • A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Supplemental Information

  • Review Applications and supplemental questions to determine applications that meet the employment standards.

  • Supplemental Questionnaire Ranking: If there are more than 11 qualified candidates, the next step in the selection process will be a supplemental questionnaire ranking. Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire.

Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

Completion of a 12-month probationary period is required.

Conditional Job Offer: Once a conditional offer of employment has been made, candidate will be required to successfully complete a background check, which includes a conviction history check and may include a Live Scan fingerprint check, and satisfactory reference checks.
