Hennepin County's Strategy and Support division of the Land Information and Tax Services department is seeking a Data and Information Automation Specialist to support power platform solutions to increase process efficiencies in partnership with program and analytics teams. This person will partner with teams across departments to build low-code, non-IT power platform and automated solutions. They will assist customers in identifying the best solution to meet their needs and will partner with analytics and information technology staff to connect individual solutions into the larger system. This person will report directly to the Resident Services Head of Analytics.

The Strategy and Support division is an internal administrative service provider for the Resident Services line of business which is made up of multiple departments including the Assessor's Office, Elections, Examiner of Titles, Law Library, Library, Land Information and Tax Services, Service Centers, and Resident Services Information Technology.

Location and hours:

This position is hybrid and will be performed both onsite at Hennepin County buildings, and remote as duties require. Typical hours are between 8 a.m.

  • 4:30 p.m. with flexibility, Monday through Friday. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

In this position, you will:

  • Support lines of business staff and teams in identifying the best option to meet business needs using automation solutions such as Microsoft Power Apps, Power Automate, Power BI, Power Pages, Dataverse, and SharePoint.

  • Work to ensure identified solutions capitalize on and tie into larger systems.

  • Provide solutions maintenance including updates, fixes, and ongoing assurance that solutions meet current requirements from enterprise IT, compliance, and other groups providing governance support.

  • Provide informal coaching and support to others doing similar work.

  • Maintain regular connections to staff across the enterprise doing similar and intersecting work to ensure shared learning and collaboration; leverage relationships to build capacity and work together on areas of intersection.

  • Collaborate as a member of the overall Strategy and Support team; show curiosity for efforts carried out in the division and proactively identify opportunities for shared learning and partnering on work.

  • Proactively identify and participate in ongoing professional development to ensure up-to-date expertise within relevant systems.

Need to have:

  • One of the following:

  • Bachelor's degree or higher in any field and a minimum of two courses in research methods, analysis, statistics, project management, planning or evaluation and four years or more of relevant planning analyst experience.

  • Bachelor's degree or higher in one of the fields listed below and three years or more of relevant planning analyst experience.

  • Master's degree or higher in one of the fields listed below and two years or more of relevant planning analyst experience.

  • Ph.D. degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, urban/city planning, or a field appropriate to the area of specialization.

  • Building data and information automation solutions for both qualitative and quantitative data in ways that properly connect with back-end databases within Microsoft platforms, specifically Microsoft Power Apps, Power Automate, Power BI, Power Pages, Dataverse, and SharePoint.

  • Racial Equity Impact tool, social determinants of health and root causes of racial disparities.

  • Data infrastructure, and management.

  • Business analysis and project management processes and tools.

  • Ability to:

  • Lead work around data processes, collection tools, and databases, including successfully translating business needs into solutions that meet those needs.

  • Build relationships with diverse business areas to understand their work and incorporate considerations into solutions.

  • Build and foster collaborative relationships with leaders at multiple levels of the organization; communicate effectively in individual and large group settings.

  • Incorporate considerations for user experience into final products.

  • Coach and supervise others from a strengths-based perspective.

  • Proactively tie individual efforts into larger strategic priorities.

About the department:

Land Information and Tax Services is a department within the Resident Services Line of Business of Hennepin County that covers foundational responsibilities of government: land surveying, land recording, property tax collection and distribution. We also provide critical infrastructure and innovation support to departments throughout Resident Services.
