Job Summary
This position is in the District Department of Transportation (DDOT), Human Resources Division, and works closely with the Analytics, Asset, and Performance Management Branch within the Innovation and Performance Division.
The incumbent in this position is responsible for performing analysis and research on DDOT and Human Resources policy, projects, programs, and strategic planning processes. Their duties include identifying emerging trends in regulated industries and developing resources and processes to enable the successful implementation of HR initiatives. The incumbent will be tasked with conducting in-depth data analysis, visualization, and research to facilitate the effective implementation of HR initiatives within DDOT.
Duties and Responsibilities
Incumbent serves as a Data Analyst tasked with overseeing the planning and management of data systems to facilitate data acquisition, storage, retrieval, analysis, reporting, and practical application. The position involves managing complex data and datasets with a high level of proficiency, which includes tasks such as identifying, extracting, integrating, and analyzing data to support various Human Resource projects, initiatives, and tasks. Incumbent provides data visualization and various data analysis services, including but not limited to data mining, exploratory data analysis, data visualization, and report development. This work frequently involves data cleaning, transformation, validation, and modeling, all aimed at gaining insights and drawing conclusions from data to inform decision-making processes.
Performs initial analysis to assess the quality of the data; to determine the meaning of the data; and to provide additional data screening. Incumbent analyzes and defines data requirements and specifications; designs, develops, implements, modifies, and manages databases; ensuring the accuracy and accessibility of data sources. Provides technical expertise in data analysis, business intelligence tools, data visualization, and systems analysis and design. Interprets data; analyzes results, using statistical techniques; and provides ongoing reports.
Qualifications and Education
Individuals must possess one (1) year of specialized experience equivalent to the grade 12 level. Specialized experience is the experience which is directly related to the position and has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position, examples of specialized experience may include: advanced data analysis and visualization skills, extensive project management experience, and excellent communication skills. Proficiency in Tableau, Python, and ESRI ArcGIS products is highly preferred.
Bachelor's degree in Data Science, Information System, Human Resources, Business Administration, Industrial Psychology, or related field preferred

Essential Designation: This position is classified as an essential/emergency position under the provisions of the District Personnel Manual Chapter 12. As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter, operations, food distribution, and communications. These duties may be performed when the government is closed or when employees are dismissed early.
