Description:

Collects, maintains, and analyzes data from numerous sources; presents results to various audiences; and acts as a resource to other departments for the development of methodologies and statistically valid reports. This position is also responsible for recommending the establishment of new or modified reporting methods to improve departmental performance and operational efficiencies.

Essential Functions:

  • Researches and analyzes current and historical data to generate statistical representations assessing performance and measure operational costs/efficiencies.

  • Evaluates financial data and findings, generates reports, and crafts summary documents related to operational functions and performance.

  • Reviews data collection and input procedures, identifying data validity issues and recommends adjustments and/or solutions to ensure the integrity of the data. Identifies new reporting needs.

  • Develops and maintains an understanding of processes and procedures in all departments (within purview) to assist in the interpretation of data.

  • Performs monthly invoice verification, reconciliation, and reporting for Paratransit, Flex Operations, and other contracted services. Generates monthly invoices for Mobility Enhancement and Transportation Disadvantaged grants. Supports weekly, monthly, quarterly, and annual reporting needs for the division.

  • Prepares presentations, conducts research, and maintains quality of database.

  • Regularly reviews and tests the integrity of trip data. Designs, secures, and maintains report writer by running queries and analyzing data.

  • Collects data for the Commission for the Transportation Disadvantaged Annual Operating Report (AOR); prepares quarterly reports for the Transportation Disadvantaged Local Coordinating Board and American Bus Benchmarking Group (ABBG) for paratransit/flex service.

  • Assists Mobility Services leadership and the Finance Department in developing the Transportation Disadvantaged Rate Model.

  • Analyzes, interprets, and provides operational suggestions to aid the work product of teammates/business partners. Interacts individually or in a team environment with stakeholders to identify research, information, and presentation needs/opportunities.

  • Provides guidance, counseling, and advice to business partners in determination of suitable analytical methodology to achieve organizational objectives. Works with management to prioritize business and information needs.

  • Prepares, monitors, and updates schedules for assigned special projects.

  • Performs other duties as may be required or assigned.

Required Qualifications:

Bachelor's degree from a regionally or nationally accredited institution in Business Administration, Statistics, Information Systems or a closely related field, plus five years of experience in the statistical analysis and interpretation of data and information, experience with databases, as well as the reporting and presentation of data to a wide variety of audiences, or a combination of related experience, education, and training.

Desired Qualifications:

  • Previous experience with transit operations.

Knowledge, Skills, and Abilities (KSAs):

  • Proficiency using a computer and related technology, including high proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Access, Outlook), the internet, complex spreadsheets, and the structure of databases and query principles.

  • Knowledge of mathematical and statistical methods; the theories, principles, and practices of research, data processing, and statistical analysis; and project management techniques.

  • Working knowledge of report writing, query, and analysis activities using tools such as Crystal Report Writer, Trapeze applications, ArcGIS10+, and SQL utilities.

  • Strong analytic ability, including the ability to communicate Key Performance Indicators and trends clearly and succinctly in written and graphical formats.

  • Ability to collect, maintain, manage, analyze, interpret, and disseminate data and information from a wide variety of ongoing data-streams from internal and external sources.

  • Ability to identify problems and develop solutions.

  • Ability to process and analyze data, to work with probabilities, and to make statistical inferences.

  • Ability to manage multiple projects and balance multiple priorities, deadlines and budget constraints.

  • Ability to multi-task and possess the flexibility to frequently transition from one project assignment to another.

  • Ability to exhibit a professional, courteous demeanor. Ability to work in a diverse environment.

  • Excellent communication and interpersonal skills, including the ability to establish and maintain positive working relationships with those encountered in the course of work using principles of excellent service.

Work Environment and Special Considerations:

  • Works in an office environment.
  • LYNX provides the community with much needed public transportation, and it is important for the Agency to resume its services as quickly and as safely as possible in the event of any natural, technological, or human-caused emergency or disaster. This position is considered a mission critical member of LYNX's emergency preparation and response efforts during an emergency or disaster and as such, may be asked to work during these emergencies or disasters.
