Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Data Analyst 2, SG23 OR current NYS employee with one year of permanent, or contingent-permanent, competitive, service in a title SG21 or higher and eligible to transfer into the title under Section 70.1 or Section 53.6 of the NYS Civil Service law.

Non-competitive Candidates: One year of permanent service as a Data Analyst 1 OR bachelor's degree and three years of experience* in data visualization, and statistical models and data mining tools.

  • Substitution: A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.

Preferred Qualifications: CERTIFICATIONS/LICENSES:

Certification in Data Analytics, Data Science, or related field (e.g., CAP, CDA). EXPERIENCE: Minimum of 3 years of experience in data analysis, business intelligence, or a related field; Experience in developing and implementing data models and business intelligence solutions; Proven experience in leading and managing teams. SKILLS/KNOWLEDGE/ABILITIES: Strong proficiency in data-oriented programming languages (e.g., Python, R); Advanced knowledge of statistical and mathematical computations; Expertise in data mining, data engineering, data modeling, natural language processing, and machine learning; Excellent analytical and problem-solving skills; Effective communication and presentation skills; Ability to manage multiple projects and meet deadlines in a dynamic environment

Duties Description The Data Analyst 2 serves as the unit leader for the Analytics and Research Unit within the Policy and Strategy Branch of the Bureau of EMS Administration. This advanced-level management position is responsible for overseeing the development and implementation of data analytics and business intelligence solutions.

The role involves developing models, performing data extraction and analysis, producing business intelligence reports, and ensuring the accuracy and integrity of data. The Data Analyst 2 fosters a culture of continuous improvement in data analytics, leads strategic initiatives, collaborates with stakeholders, and provides leadership and guidance to unit staff.

MAJOR FUNCTIONS & ASSOCIATED DUTIES

Unit Leadership and Oversight: Lead the Analytics and Research Unit, overseeing the development and implementation of data analytics and business intelligence solutions; Develop and implement strategic plans and initiatives for the unit; Coordinate unit activities to ensure alignment with the overall goals and objectives of the Policy and Strategy Branch; Foster a culture of continuous improvement and innovation in data analytics and research.

Data Analytics and Modeling: Develop and build models in support of analytic use cases; Draft technical requirements and data definitions; Perform data extraction, aggregation, and quality checks from multiple sources and tables; Apply data mining, data engineering, data modeling, natural language processing, and machine learning techniques to analyze information from structured and unstructured datasets; Test, validate, and reformulate models to ensure accurate prediction of outcomes of interest.

Business Intelligence Solutions: Produce business intelligence solutions by querying data repositories and generating periodic reports; Devises methods for identifying data patterns and trends in data sources; Assess data structures and how they can be used to produce desired reports; Research new data sources and analytical tools, recommending improvements and solutions; Conduct or coordinate tests to ensure business intelligence solutions are consistent with defined needs.

Reporting and Communication: Summarize results, create written reports, and effectively communicate/present results; Collaborate with staff to develop business intelligence solutions and support decision-making processes; Provide input on current approaches and recommend improvements to best achieve goals; Develop and deliver presentations to internal and external stakeholders.

Staff Services and Development: Provide leadership and guidance to unit staff, promoting a high-performing and collaborative work environment; Identify training needs and professional development opportunities for unit staff; Conduct performance evaluations and manage personnel actions as required; Ensure unit staff are equipped with the necessary tools and knowledge to execute data analytics and research tasks effectively.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
