JOB SUMMARY: Under broad supervision, provide advanced level professional support in one or more of the following areas: maintenance, Construction, Intermodal, Planning, Utilities, Surveying, Environmental or Traffic. May also serve as lead worker providing training to lower level staff.

JOB SPECIFIC DUTIES: Under general supervision, directs the work of the Traffic Signal Unit within the district. Compute timing of traffic signals, program signal controllers and prepare signal designs. Provide technical advice to internal and external persons involved in signal activities. Respond to complaints from general public and other Department of Transportation personnel relating to traffic flow and signal operation. Conduct Traffic Operational studies to formulate appropriate solutions to various traffic flow problems. Maintain various signal inventories, logs and data files on computer.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree in a related field and One year of related experience OR Associate's degree in a related field from an accredited college or university and Two years of related experience OR One year of experience at position equivalent.

AGENCY MINIMUM QUALIFICATIONS:

  • Professional experience in applying traffic engineering principles in the area of traffic signal design and timing

  • Previous supervisory experience

  • Experience in utilizing traffic signal software

  • Demonstrated experience effectively planning and evaluate the work of staff.

  • Possesses demonstrated leadership skills to interact with others to influence, motivate and challenge employees

  • Demonstrated experience providing effective on-the-job training to staff

  • Demonstrated experience providing quality customer service to customers

  • Demonstrates excellent oral and written communication skills

  • Demonstrates excellent problem solving skills with demonstrated experience developing new insight into situations; negotiating with others to find a mutually acceptable solutions

  • Demonstrated experience making sound, well-informed decisions; applying new knowledge and skills to work to improve efficiency

  • Demonstrated experience working and communicating effectively with staff, managers, and/or local government staff in a professional manner

  • Demonstrated experience adapting quickly to change

  • Possesses an understanding of the department's organizational structure, policies, and systems and how to operate effectively within them

  • Displays a high level of commitment toward work and a high standard of ethical conduct.

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
