This position is a Nonappropriated Fund (NAF) position CYS Training Specialist (DLA) with DLA Installation Management - Operations San Joaquin Child Development Center, Tracy, CA.

This position is a regular full-time (RFT) position, which guarantees 40 hours per week. Responsibilities

As a CYS Training Specialist (DLA), NF-1701-04, the incumbent:

  • Serves as the Child and Youth Services (CYS) trainer and professional child/youth development education consultant for CDS, with responsibility for ensuring the quality and consistency of programming;

  • Designs, administers and conducts the Foundation, Annual/On-Going training requirements based on course outlines;

  • Designs and implements annual CYS program plan to include training goals and objectives, plan to meet individual staff needs, curriculum framework that encompasses the social, emotional, physical, and cognitive development of children/youth as well as incorporating the four (4) service areas for youth as required; AND

  • Supervises subordinate employees.

Position-specific Conditions of Employment
1.All required background checks of AR 215-3, Chapter 2, paragraph 2-13:

  • Obtain and maintain Childcare National Agency Check with Inquires, which includes State Criminal Repository Checks (reverified every five years);
  • Installation Records Checks (reverified every five years);
    2.Submission of DA Form 2981, Basic Criminal History and Statement of Admission (Department of Defense Child and Youth (C&Y) Programs) (annual requirement)
    3.Physical evaluation, including immunizations (annual requirement); AND
    4.Report all suspected cases of child abuse or neglect.

General Conditions of Employment

Qualifications

This position requires the incumbent to posses specialized experience to be minimally qualified, which includes:

At least 12 months of experience working in child and youth programs, which includes experience in planning and conducting training of child and youth program staff; analyzing program problems to identify significant factors and solutions; planning and organizing work; and documenting, in writing, classroom observations, assisting in writing reports, and actively participating in conferences/briefings/meetings with internal and external stakeholders.

Education

In addition to the above experience, this position has an education requirement.

An undergraduate degree with at least 24 semester hours in early childhood education/child development or elementary education (you MUST submit transcripts); OR you may substitute the below combinations of education and experience for the undergraduate degree:A combination of 24 semester hours in early childhood education/child development or elementary education AND experience which includes 12 months that is equivalent to the completion of a four-year course of study (you MUST submit transcripts).

You may be rated minimally qualified if you meet the below positive education requirement without the necessary specialized experience:

A bachelor's degree in early childhood education/child development or elementary education AND two years of progressively higher graduate level education leading to a master's degree in early childhood education/child development or elementary education (you MUST submit transcripts).
