Duties

Summary

This position is located at Child, Youth and School Services, Sierra Army Depot, Herlong, CA. which is located approximately one (1) hour from Reno Nevada. Incumbent will be responsible for three position. CYS Coordinator will be primary, with additional duties as Supervisory Program Specialist, and Program Associate (Pre-Kindergarten).

This position is a Dual Position. CYS Coordinator will serve as the School age Center and Middle School & Teen Director.
Responsibilities

CYS Coordinator
Responsible for the operation, integration, coordination. and oversight of installation Child Development Programs, Youth Programs, and Liaison Education Support, and Outreach Services Programs serving children and youth birth

  • 18 years.
    Implements and monitors Department of the Army policies to include CYPPP guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, Key Management Controls and space utilization goals.
    Recruits and hires qualified personnel utilizing Army Child Youth Services (CYS) Standard Position Descriptions.
    Coordinated management of funds and resources to include developing the annual budget for the installation CYS program that include submission and prioritization of all program component requirements. This position is a Dual Position. CYS Coordinator will serve as the School age Center and Middle School & Teen Director.

CYS Facility Director
Serves as a CYS Facility Director with responsibility for the operation of an assigned CYS facility-based program.
Provides program oversight and accountability for the performance of staff and the safety and well being of children and youth.
Recruits and hires qualified personnel and supervises and evaluates employees based on established performance standards.
Develops and manages program to budget. Oversees food service program.
Serves as a member of the Installation Child and Youth Evaluation Team.
Implements and monitors DA policies to include CYPPP, fees, program registration/enrollment, baseline standards and benchmarks, Key Management Controls, and space utilization goals.

Satisfactory completion of pre-employment background checks in accordance with AR 215-3, 2-15m, and a Child Care Tier 1 background investigation is required.
Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy including annual influenza vaccinations.

Qualifications

1.Successful completion of an undergraduate degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate (child development, early childhood education, home economics (with early childhood emphasis), elementary education, or other fields appropriate to the position to be filled.
OR
2.Combination of education and experience - courses equivalent to a major in a subject matter (24 semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4 year course of study described above.
In addition candidates must process
Twenty-four (24) months of professional experience in managing at least 2 CYS programs (FCC, SAS, etc.) to include one year of responsibility of a center based child or youth program facility.
Knowledge of management analysis, personnel development, and Appropriated Fund (APF) and Nonappropriated Fund (NAF) funding and oversight relationship to CYS Programs.
Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
Comprehensive oral and communications skills and analytical writing skills. Ability to present ideas and proposals to a variety of audiences. HIGHLY PREFERRED

Minimum of three (3) years experience managing at least two CYS programs.
Experienced in developing and executing program budgets.
Experience with Child, Youth Services Army Level Inspections.
Experience with scheduling and timekeeping.

Education

BA/BS degree that included or was supplemented by major study (at least 24 semester hours) in fields appropriate (child development, early childhood education, home economics (with early childhood emphasis)), elementary education or other fields appropriate to the position to be filled.
