This position will support the Department of State (DoS), contingent upon award of contract. This role will serve as the contractor's task manager overseeing personnel and activities supporting the Cyber Threat Analysis Program.

Interfaces and coordinates with Government leads with key focus on effective, efficient, and compliant contractor support. Executes proper staffing, providing appropriate, qualified, and sufficient contractor resources to meet specified requirements. Establishes work duties and schedules, and addresses work discrepancies.

Supervises and communicates program policies, purposes, and goals to subordinates. Formulates and enforces work standards. Performs quality control; ensures contractor performance meets established performance standards.

Monitors, tracks, and reports on the status of contractor activities. Identifies, promotes, and implements process improvements.

Work will be conducted at DoS facility in Rosslyn, VA (1801 N. Lynn Street Arlington, Virginia 22209) with some limited travel to backup SOC site in Beltsville, MD.

Basic Qualifications

Education: A Bachelor's Degree in Computer Science, Information Systems, Engineering, Telecommunications, or other related scientific or technical discipline is desirable. Five (5) additional years of general experience (as defined below) may be substituted for the degree.

General Experience: 10 years of experience in intelligence, computer security, or technical analysis with increasing responsibilities.

Specialized Experience: Seven (7) years of experience in network security with a focus on cyber threat analysis and advanced network security analysis. Five (5) years of technical task management and supervisory experience.

Certification Required: CISSP

The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries' management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The Task Order Director, HIV/AIDS is considered the most senior technical expert on the HIV/AIDS Task Order ("Task Order 1" or "TO1") and will provide strategic direction and oversight on TO1 activities as well as manage the TO1 Program Management team. The TO1 Director will serve as the main TO1 point of contact and representative with USAID; collaborating across PSM teams, donors and stakeholders to successfully achieve TO1 objectives. In addition, the TO1 Director will maintain an understanding of logistics and systems strengthening activities. Responsibilities include: * Provide strategic oversight and direction for TO1 * Implement task order activities and ensure achievement of project goals * Contribute to the preparation of annual work plans and progress reports for submission to USAID * Provide direction and guidance to US-based and Field Office staff and consultants on liaising with U.S. and international partners, donors, and technical experts as needed * Determine annual priorities in collaboration with USAID and local partners, including beneficiary groups, work sites, and support services * Ensure program implementation is in compliance with provision of TO1 under the GHSC-PSM contract and U.S. government contracting rules and policies * Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed * Coordinate with PSM senior staff and contribute to PSM's overall planning accountability, and organizational systems * Foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation and exceeding expectations * Represent the project in technical meetings, conferences, and coordination platforms * Perform other duties and responsibilities as required Qualifications: * Bachelor's degree in management, international development or public health and a minimum of twelve years of experience managing multi-country programs in the international development sector required. Alternatively, a graduate degree in management, international development or public health and a minimum of seven years of experience managing multi-country programs in the international development sector preferred * Clinical experience in the management of HIV/AIDS required * Significant involvement interacting with senior US and foreign government officials * Detailed understanding of PEPFAR from both a U.S. and field perspective * Prior experience managing PEPFAR and/or USAID-funded agreements * Experience successfully managing diverse teams, and ensuring the quality of their products * Demonstrated ability to communicate clearly and concisely both orally and in writing * Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries * Demonstrated leadership, versatility, and integrity * Fluency in English required; proficiency in a second language is preferred Application instructions: Apply through our Career Center at https://chu.tbe.taleo.net/chu02/ats/careers/requisition.jsp?org=CHEMONICS&cws=1&rid=2938 by April 19. 2019.
